JOB TITLE:  Private Sector Monitoring and Evaluation (M&E) Officer

POSITION SUMMARY:

Contract Type:            Fulltime (100% FTE)

Duration:                    12 months (extension to be based on performance and availability of funds)

Travel requirements:     Infrequent travel to other site locations for training and monitoring missions

BACKGROUND:

Friends for International TB Relief (FIT) is a registered non-profit organization working in the field of TB prevention and care service delivery, research, technical assistance and advocacy.  FIT is a young, dynamic and growing organization.  We work in close collaboration with Provincial and National TB Programmes and other in-country partners to implement projects funded by USAID, US CDC, the Global Fund, UNITAID the Stop TB Partnership’s TB REACH initiative, the Bill & Melinda Gates Medical Research Institute and other donor agencies.  We also have multiple active research partnerships with academic institutions, including with the Liverpool School of Tropical Medicine in the UK and the Karolinska Institutet in Sweden.  FIT staff have supported the implementation of other TB programs in South and Southeast Asia, and represented Viet Nam at multiple regional and international forums on TB technical assistance.  Finally, FIT has represented civil society organizations from Viet Nam at regional events and at multiple events in the lead up to and during the first and second United Nations High Level Meetings on TB in New York City. PRIMARY RESPONSIBILITIES:

The M&E Officer will collect, validate, analyze and report data to facilitate service delivery, research and donor relations.  He/she will report to FIT’s M&E Data Manager and work closely with Private Sector Program Managers and teams across all implementation sites.

This position will be responsible for the following activities:

  • Maintain and optimize data collection tools and their codebooks
  • Create weekly reports summarizing program activities for each implementation site and FIT Directors using the ACIS mHealth system and ONA data exports in MS Access and Excel
  • Create and maintain data visualizations in PowerBI
  • Clean, format and bulk upload data entered into ONA into ACIS
  • Identify and clean duplicate screening encounters in ACIS
  • Identify and clean missing data in ACIS
  • Collect private TB treatment data from program teams
  • Create and maintain system for digitizing private TB treatment data
  • Verify that private TB treatment data represent are real patients and that data are correct
  • Support the testing of all privately treated TB patients with the Xpert MTB/RIF assay, including sputum collection and transport
  • Support entry of private TB treatment data into government recording and reporting systems (e.g. VITMES)
  • Coordinate with program teams to collect follow up data and treatment outcomes
  • Support quarterly donor reporting
  • Provide data support for other private sector engagement strategies, including for HIV programs
  • Facilitate operational research studies
  • Other activities requested by FIT management

KNOWLEDGE AND SKILLS REQUIREMENT:

Essential

  • Detail oriented with exacting standards to maintain accuracy and impartiality in all work products
  • Strong verbal and written communications skills
  • Ability to work well in a team setting
  • Ability to balance numerous tasks simultaneously and meet tight deadlines

Desirable

  • Experience working in the private healthcare sector
  • Experience working on health programs or health research, particularly for TB
  • Proficient in a statistical software package (STATA, R, SPSS, or SAS)

EDUCATION REQUIREMENTS:

  • A Bachelor’s degree in pharmacy, preventive medicine epidemiology, biostatistics/statistics, economics or related fields and at least one year of relevant work experience are required
  • A Master’s degree in epidemiology, biostatistics/statistics, economics or related discipline may substitute for the one year of work experience

LANGUAGES REQUIREMENTS:

  • Fluency in Vietnamese and English (both written and verbal) is required
