National Consultant to Support Antimicrobial Use – Point Prevalence Survey

1. Detailed Description of Tasks to be Performed:

The Vietnam Fleming Fund Country Grant - Tackling Antimicrobial Resistance in Vietnam (FFP) addresses critical gaps in the surveillance of antimicrobial-resistant bacteria in Vietnam. This grant also supports the development and review of technical guidance and policies to improve AMR surveillance data in animal health subjects. With the target to enhance the capacity for surveillance and monitoring of AMR and AMU in human and animal health systems, the FFP intends to perform research on Antimicrobial use (AMU) 2- 4 hospitals  with a focus on the overall prevalence of antimicrobial use, types of antimicrobials commonly used, indication for use and quality of antimicrobial prescribing indicators

With this purpose, FFCGVN is seeking a consultant with knowledge and experience on antimicrobial use (AMU) and antimicrobial resistance (AMR) to support AMU survey in accordance with the WHO’s point prevalence survey (PPS) protocol at up to five provincial hospitals in the South and Central regions. FFCGVN expects the consultant to be familiar with the AMR/AMU, research in biomedical sciences, survey methodologies, communication skills, and project management.

2. Objectives:

Under this scope of work, the consultant is expected to achieve the following objectives:

  • Develop and finalize the protocol for the survey in accordance to the PPS guidelines (WHO)
  • Build consensus around the scope and implementation plan of the survey with implementing hospitals
  • Support Institutional Research Board (IRB) approval process for the survey;
  • Facilitate trainings on research ethics, and PPS protocol for implementing hospitals;
  • Collaborate with project teams at the implementing hospitals to conduct the survey (including the pilot survey), review and clean the collected data;
  • Develop the AMU survey reports and support dissemination of the survey results

Note: Additional deliverables and working days may be included in a contract modification to align with the agreed-upon plan

3. Scope of work and expected deliverables (see attached TOR).

Qualifications

  • Medical Doctor’s degree and five years of practitioner experience in the clinical health sector, with strong knowledge and expertise in antibiotics, AMU and AMR.
  • Strong experience in biomedical/public health research and survey process and be familiar data analysis tools. 
  • Demonstrated research and writing skills.
  • Good interpersonal skills.
  • Ability to work well with all project staff, implementing agencies, government counterparts.
