JUNIOR PROJECT OFFICER - TRA VINH COMMUNITY DEVELOPMENT PROECT

BACKGROUND

SNV has been working in Vietnam since 1995, and currently has over 30 national and international staff. SNV Vietnam’s team works hand-in-hand with communities, government agencies, and businesses in more than 50 provinces, including the remotest and poorest areas of the country. We operate from a country office in Hanoi and project offices in Ho Chi Minh City and Lam Dong province. Our work focuses on three sectors – Agri-Food, Energy, and Water, Sanitation, & Hygiene (WASH).

The Tra Vinh Community Development Project

SNV Vietnam is expected to begin to implement a long-term Community Development Project (CDP) assigned by a near-shore wind power project developer – the Tra Vinh Wind Power No. 1 Joint Stock Company (TWPC) and Climate Fund Managers (CFM). The objective of the CDP is to deliver net positive environmental and social impacts in the areas and communities where TPWC is operational and therefore an associated CDP is required. The project areas are in Truong Long Hoa, Dan Thanh and Long Toan communes of Duyen Hai town and Ngu Lac commune of Duyen Hai district, Tra Vinh province.

The CDP is expected to focus on improving local livelihoods by investing in market-based approaches and the development of inclusive value-chains for sustainable aquaculture and horticulture, as the main livelihood sources in the area. Interventions will have a strong emphasis on promoting climate resilient approaches and on women’s economic empowerment in the respective value-chains in the target areas.

OBJECTIVE

SNV is seeking for a highly qualified candidate for the post Junior Project Officer cum Project Assistant to support the implementation of the CDP project.

KEY RESPONSIBILITIES

Under the leadership of the Project Manager (PM), the incumbent will provide the following roles and support to entire implementation of the project.

  • Provide overall support to the project manager and the project team to ensure the project operate smoothly and effectively.
  • Responsible for project admin tasks such as Organising meetings, writing letters to request approvals.
  • Together with project advisor and coordinator follow up on project implementation, project budget and expenses.
  • Provide M&E support assigned by the project manager. Tasks include regular monitoring to track progress, and collect data on results, targets, milestones, performance and changes in the lifetime of the projects; supporting PM to enter and update data.
  • Support team in making travel and logistics arrangement for project events, missions, visitors, workshops/meetings etc.
  • Provide interpretation/translation when required
  • Manage the filing storage (hard and soft copies), including consolidating and uploading project agendas, plans and reports to the appropriate SNV shared drives.
  • Other tasks assigned by the Project Manager or Sector Leader.

QUALIFICATIONS

  • University degree in economics, business management, social development, agriculture, food safety, environment or other relevant subjects
  • At least 3 years of relevant working experience at international organisation(s)
  • Keen to learn by doing
  • Understand and Passionate for community development, business
  • Takes initiative and creative in solving problems
  • Ability to work independently and with a team
  • Good organisational skills and interpersonal skills
  • Very good oral and written communication skills in both English and Vietnamese
  • Very good computer skills in MS-applications (Word, Excel, Internet, Email)
  • Willing to travel to other provinces

ADDITIONAL INFORMATION

  • Type of Contract: This is a full-time position for national candidates for 12 months with the possibility of extension, subject to approval of funds from the donors.
  • The candidate will have the opportunies to learn and to be trained on one or more expertise of SNV.
  • This position is based in Ho Chi Minh City
  • Start date: as soon as possible, subject to approval of funds from the donors.
