REQUEST FOR PROPOSAL – NATIONAL CONSULTANT

EVALUATING SUSTAINIBILITY OF A YOUTH-LED NETWORK FOR SEXUAL

& REPRODUCTIVE HEALTH PROGRAMMING

I. BACKGROUND

At a time when adolescent pregnancy is declining globally, the rate of unintended pregnancy among girls and young women in Vietnam remains high, especially in urban areas. In some estimates, 10% of unmarried women ages 15-24 in Vietnam have had at least one unintended pregnancy, which can lead to abortion, school drop-out, poverty, and family and social ostracism.

PSI/Vietnam saw that to truly shift behavior around sex and contraception, we would need to create enabling environments where youth feel safe to be curious and, once armed with the correct information, to access contraception. With this goal in mind, PSI applied a Human-Centered Design (HCD) approach, in which PSI/Vietnam partnered with youths in Hanoi to develop, iterate and refine four interconnected solutions to improve youth’s sexual and reproductive health (SRH) literacy and self-efficacy as well as to build a community around the topic which are: interactive events designed and facilitated by youth, social media channel, online expert/Guru and contraception box. To date, the project has co-organized 82 SRH events with youth and reached 24.1 million people online.   

Through the series of youth-led events, the project was able to engage with youth leaders from 17 university/youth clubs in Hanoi. These young leaders demonstrated interest in SRH and great potential in advocating for FP. Building up on this potential, and to improve sustainability of the intervention, PSI/Vietnam decides to further invest and support these youth leaders to establish a youth-led network for SRH and social programs called Love Voyage Network – “Hanh trinh Yeu”.  

Over the course of the project, the network members have participated in multiple training and coaching sessions led by experts as well as other youth leaders/facilitators experienced in social programming. These capacity building opportunities not only provided SRH knowledge i.e., contraception, consent, but also introduced universal values i.e. freedom of choice, freedom of expression, quality, etc. which help even the timid youth find SRH topic closer to their lives. Beside the events they are leading at their schools/communities, in August 2022, the network members have worked together to organize one of the first youth-led public events in Hanoi as an open and safe space for young people to talk about SRH. The event successfully mobilized 82 youth organizers and volunteers and attracts around 1,000 people participated in person. This event was a great opportunity for the network members to practice and strengthen individual’s initiatives and self-determination as well as the ability to collaborate and work in groups.

As the network was supported by PSI’s “Using youth-powered design to reduce unintended pregnancy in Vietnam” project which will end in December 2022, PSI would like to assess and explore opportunities to sustain the network beyond project’s lifetime to maintain the momentum, leverage project outcomes, as well as to facilitate exposure to broader stakeholders.   

II. SCOPE OF WORK

PSI Vietnam is looking for an experienced national consultant to design and implement a sustainability review and evaluation of the above-mentioned youth-led network for SRH and other social programming. The select consultant will work closely with PSI’s team to identify appropriate review methods to achieve the set objectives. Details of the consultancy can be found below:  

  • Objectives: To evaluate the operations and sustainability of the Love Voyage network and to provide clear and concrete recommendations for improvement, possible change and future development of the network to maximize its capacity and potential. 
  • Type of contract: Part-time Consultancy contract
  • Time: November – December 2022 and up to 20 working days 
  • Key responsibilities and expected deliverables: The final responsibilities and deliverables will be discussed and agreed between PSI and select consultation upon contract signing but may include the following:
    • Participate in brainstorming sessions with PSI to design tools and plan for the evaluation
    • Map and list 01 potential stakeholders/partners working in support/promote youth leadership, etc.
    • Facilitate 01 consultation workshop
    • Develop 01 final report write-up/presentation that highlights recommendation for the youth-led network in term of sustainability
  • Location: Hanoi
  • Gross daily service rate: USD 200 – USD 300 subject to candidate’s qualifications

III. SELECTION QUALIFICATION

  • Master’s degree or higher in public policy and advocacy, social science, public health and/or at least 15 years’ experience
  • Experience working with social groups/network, community-based organizations
  • Experience facilitating high level workshop/meeting/conference
  • Strong understanding of the NGO and developmental network for youth participation 
  • Strong analytical skills and demonstrated ability to work with others
  • Good interpersonal communication skill and excellent analytical and English writing skills.
