BACKGROUND

The ACCMSME-endorsed Go Digital ASEAN project is a digital skills training program designed to equip MSMEs and the emerging workforce with critical digital skills to grow their businesses. These communities include people in the informal sector (i.e., micro-enterprises, and informal economic activities that are not registered businesses), as well as farmers, home-based handicraft producers, laborers in farming cooperatives, small-scale hotels and restaurants, small shops, and workers in other traditional modes of employment and income-generation. The program is implemented by The Asia Foundation with funding from Google.org, Google’s philanthropic arm.

Building on the successful first phase of Go Digital ASEAN (GDA1), Go Digital ASEAN 2 (GDA2) will enhance training impact to provide more advanced and fit-for-purpose training for up to 200,000 underserved MSMEs, including 70% women, 60% trainees from rural/peri-urban areas, and 60% trainees with a high school degree or less. The program includes three training segments:

  • Go: Basic digital literacy skills training (3-4 hours)
  • Explore: Webinar/speaker series (1-2 hours x 10)
  • Grow: Intermediate and advanced digital skills training (10-12 hours over several months)

SUMMARY OF RESPONSIBILITIES

Consultants will be responsible for curriculum review and development under the ‘Grow’ segment of training, where there is a need for more advanced and substantive training for GDA1 graduates and MSMEs who are already familiar with digital tools and ready to grow their businesses online. Curriculum content will include topics on financial literacy, business & financial planning, e-commerce, digital marketing (to be adapted from existing curricula), cybersecurity (to be developed), and green business/carbon footprint reduction (to be developed). In the process of developing the curriculum, consultants will engage with the curriculum development working group and report directly to the
regional program manager throughout the engagement.

The materials developed should include both the training curriculum and a supplemental handbook for trainers to assist them with delivering the content. After the development and review of content, the consultants will also conduct a regional master training of trainers (ToT) with master trainers from 10 ASEAN countries and provide high-level support, as needed, to the country master trainers as they translate and localize the curriculum to train local trainers.

HIGH-LEVEL TIMELINE

  • September – October 2022: Curriculum review and development, including development of trainer handbook
  • October - November 2022: Curriculum and materials adapted to local context and translated to local language (to be completed by country program and master trainer teams)
  • November - December 2022: Regional Master ToT conducted for country master trainers
  • November 2022 – January 2022: Country level ToTs and pilot training, curriculum adjustment as needed based on pilot

TASKS

  1. Review existing curricula modules on Financial Literacy, Business & Financial Planning, e-Commerce and Digital Marketing, and adapt them to meet the needs of GDA2 trainees under the ‘Grow’ segment of training.
  2. Develop and design three new modules related to Cyber Security and Green Businesses/Carbon Footprint.
  3. Develop curriculum and trainer guidebooks to assist the country master trainers with delivering the content.
  4. Conduct the regional master ToT with country master trainers
  5. Provide high-level support to country master trainers as they translate and localize the curriculum to country-specific context
  6. Ensure that the curriculum aligns with program KPIs and M&E framework etc., engage in high level consultation with M&E working group

REQUIREMENTS

  • Bachelor’s Degree
  • Minimum 5 years' experience with demonstrated record in curriculum development and skills training
  • Possess strong understanding of digital literacy skills for business, entrepreneurship, and familiar with ASEAN economic context
  • Exceptional interpersonal, teamwork and problem-solving skills
  • Fluency in written and spoken English
  • Based in ASEAN region with ability to work effectively virtually

PREFERRED

  • Fluency in one or more ASEAN languages
  • Strong proficiency with Google Workspace
  • Familiarity with Go Digital ASEAN and/or The Asia Foundation digital skilling programs
