CONTEXTUALISATION:

 

Project Information : Handicap International - Humanity & Inclusion (HI) in Vietnam is currently accepting applications for Technical Officer Inclusion against a NOFO released for a USAID-funded Inclusion IIb project. This 4-year cooperative agreement aims to improve the quality of life of persons with disabilities in Binh Dinh and Kon Tum provinces of Vietnam. The goal of the project is to expand the rehabilitation and social services for persons with disabilities, as well as promote the implementation of disability policies in the target provinces. The $12.5M project aims to subgrant 80% of the budget, so one of the key functions of this position is to build capacities of sub awardees on disability inclusion so that the project offer quality services for persons with disabilities.  

The project aims to expand the physical and functional rehabilitation for persons with severe disabilities in the target provinces by developing a rehabilitation plan and their realization; strengthening Multi-Disciplinary Team (MDT) rehabilitation services; building the capacity of rehabilitation service providers; provision of assistive technologies, etc. The project will also expand social services and implementation of disability policies through strengthening institutional and/or home care, including psychosocial support; improving care skills of primary caregivers and service providers; improving independent living skills as well as improved participation in community and social activities; removal of social and attitudinal barriers; improve the local system to strengthen implementation of disability policies; improve access to mainstream services; etc.

This position will be responsible to ensure the quality of project delivery and ensure technical support in promoting inclusion aspect of the project. Work closely with sub-awardees, local authorities, persons with disabilities, communities, organization of persons with disabilities, USAID and other stakeholders; build capacity of these stakeholders and ensure their participation in the project cycle. 

About the position :Based in Hanoi, under the responsibility of the Chief of Party, the Technical Officer Inclusion contributes to the implementation of Inclusion IIb project by providing technical expertise and ensuring that the quality and impact of the project is optimized. The Technical Officer Inclusion works closely with the programme's technical team specifically with HI Regional Inclusion Specialist. 

This position is contingent upon donor approval and funding.

Line Manager :Chief of Party

Duty Station : Ha Noi (with occasional travels to Binh Dinh and Kon Tum)

MISSION/RESPONSIBILITIES

Mission 1: Provides guidance and technical support to projects in accordance with the overall technical frameworks and standards within its sectoral perimeter

  • Provides appropriate technical guidance and support to project managers and/or specialists
  • Ensures that the project(s) activities are implemented according to internal quality and technical standards and proposes adjustments or improvements if necessary.
  • Adapts project documentation as required in accordance with global technical norms and standards
  • Contributes to the regular reporting of the technical activities of its perimeter (collection and analysis of the technical data collected) in conjunction with the project team and the MEAL team.
  • If relevant, ensures coordination and collaboration with the technical partners of the project as delegated by the specialist or the Chief of party
  • Supervise data collection for project activities

Mission 2: Provide the technical expertise for the project and provides technical learning from the project

  • Ensures that the activities implemented comply with international technical norms and standards
  • Adapts the project documentation to international technical norms and standards, when necessary
  • Makes sure global and field technical specialists get the information they require and collaborates with Technical Divisions when necessary
  • Collects the elements necessary for capitalisation or scientific documentation exercises
  • Contributes to technical learning under the responsibility of the specialist or Chief of party, based on good practice
  • Responsible of technical learning from projects by drawing on lessons learned and good practices
  • Adjusts his/her activities to audit recommendations, if applicable
  • Is in charge of the technical quality and relevance of project activities implemented
  • Appropriates the norms and standards anticipates and prepares for nexus adjustments
  • Proposes research & Studies Topics
  • Supervise data collection for research activities
  • Contributes to the terms of reference for evaluations
  • Implements recommendations for improving the technical quality of project
  • Ensure the technical quality and relevance of project activities implemented within his scope of expertise conduct self-evaluation of his/her project and participates to evaluation cycles under the supervision of the Chief of party

 

Mission 3: Contributes to the animation of its trade sector.

  • Contributes to recruitment
  • Contributes to or leads the necessary technical training in his or her field
  • Contributes to the skills upgrading plan for professionals in their sector and may be a third-party assessor
  • Can contribute to the development of a local talent pool within its sectoral perimeter (conducts technical interviews of candidates and makes recommendations, identifies training needs and coaching)
  • Helps to coordinate technical professional development and facilitate a community of practice, in collaboration with Technical Division. Runs technical training for his/her staff when relevant
  • Contributes to design and collect operational data to ensure adequate follow up of the activities or adhoc data collection activities, and ensure appropriate measurement of project achievement in his area of expertise.
  • Ensure that data process is set and realised in compliance with the rules and principle set by the IM/MEAL and by technical guidance of the sector of his expertise

 

Mission 4: Contributes to ensuring HI's technical influence within its perimeter

  • Contributes to the influence of HI's expertise: can represent HI's technical expertise in relevant local networks and with local partners
  • If relevant, ensures coordination and collaboration with the technical partners of the project as delegated by the specialist or the Chief of Party.
  • Contributes to HI’s external influence by participating in relevant networks
  • Relays and contributes to advocacy messages under her/his scope
  • Drafts new project contents for the continuity or expansion of the project under his/her technical scope

 

Mission 5: Contributes to ensuring HI's technical influence within its perimeter

  • Contributes to the influence of HI's expertise: can represent HI's technical expertise in relevant local networks and with local partners

PROFILE REQUIRED

Qualification

  • Bachelor’s Degree/master Degree in community development, disability studies, development studies, social science; or relevant field

Experience

  • At least 2-3 years of professional experience at similar level of responsibility or proven professional experience in disability, social inclusion and social development related interventions in low to middle income countries & experience working as technical Project implementer. Experience in providing training and coaching.

CONDITIONS OF THE POSITION:

  • Type of contract: Fixed term contract of 48 months/ starting from Jan 2023
  • Wage: According to profile and experience
  • 24 hours insurance for employee and dependents
  • 40 hours a week with 2,5 days annual leave /month
