CONTEXTUALISATION:

Project Information :Handicap International - Humanity & Inclusion (HI), in Vietnam is currently accepting application for Procurement Supervisor against a NOFO released for an USAID-funded Inclusion IIb project. This 4-year cooperative agreement aims to improve the quality of life of persons with disabilities in Binh Dinh and Kon Tum provinces of Vietnam. The goal of the project expands the rehabilitation and social services for persons with disabilities, as well asl promote implementation of disability policies in the target provinces.

About the position :This Procurement Supervisor located in Hanoi is responsible for providing efficient services for the supply chain management for the Inclusion IIb project and strengthening the capacity of partners. This includes, but is not limited to developing the supply plan, purchasing a variety of commodities and services, stock management and distribution, partner assessment and evaluation on procurement aspects, and providing technical support to the partners. She/he is reporting to the FIN-LOG-HR Manager.

This position is contingent upon donor approval and funding.

Duty Station : Ha Noi (with occasional travels to Binh Dinh and Kon Tum)

MISSION/RESPONSIBILITIES

Mission 1: Supply Plan

  1. Working closely with internal stakeholders of the project to develop the supply plan
  2. Actively participating in every phase of the project cycle to anticipate the needs 
  3. Sourcing of the supply through extended local and non-local searches (call for interests)
  4. Identifying markets and the procedure to be applied
  5. Maintain supplier database, price list, and availability of the needs
  6. Maintain partnerships with suppliers to facilitate resolving procurement problems  

Mission 2: Procurement

  1. Review all incoming requests for compliance with the procurement procedure and the needs are well-understood
  2. Establish priority to perform all appropriate preparations necessary for the purchased
  3. Request for quotation to identified suppliers
  4. Review and analyses bids and quotations and recommends the best-qualified supplier to a committee
  5. Request for validations to internal stakeholders according to the Designated Purchase Signatory Table 
  6. Prepares and reviews for accuracy of all procurement paperwork (Purchase and Service Request, Summary Bid Analyse, Purchase Order, Purchase Contract, Delivery Note, Reception Note, Request for Payment) and arching all the documents digitally
  7. Follow up closely with the suppliers, keep the status of the purchase up-to-date and report to the project if needed
  8. Quality and quantity control for purchased items/services
  9. Handover the requested items/services to the requester at the right time and right place smoothy 

Mission 3: Stock Management and distribution

  1. Keep the storage tidy
  2. Make sure that every stock item has a stock identification card
  3. Create stock cards
  4. Release stock items according to the approved Stock Release Form
  5. Stock Card is updated regularly 
  6. Stock Monitoring Chart is up-to-date
  7. Stock balance report if needed
  8. Implement stock physical count and reporting
  9. Manage distribution of the requested stock items

Mission 4: Partner’s capacities for procurement management

  1. Assess and evaluate the capacity of partners for procurement aspects 
  2. Finding and recommendations to the project manager
  3. Develop indicators and actions to be implemented with the project manager
  4. Design the training materials and provide training to the partners
  5. Review the improvement and reporting to the internet and external stakeholders

PROFILE REQUIRED

Qualification

  • A University degree or equivalent in Purchasing, Business Administration, Accounting, Finance, or Public Administration is required.

Experience

  • Five years of progressively responsible experience in procurement regulations, local and international sources of supply and procurement procedures, local market conditions, and procedures is required.
  • One to two years of experience with international organizations and some background.

CONDITIONS OF THE POSITION:

  • Type of contract: Fixed term contract of 48 months/ starting from Jan 2023
  • Wage: According to profile and experience
  • 24 hours insurance for employee and dependents
  • 40 hours a week with 2,5 days annual leave /month
