I. INTRODUCTION:

Centre for Social Initiatives Promotion (CSIP) is a pioneering non-governmental, nonprofit organization advocating development of social enterprises and initiatives in Vietnam and other SEA countries. Founded in 2008, CSIP seeks to provide direct support for innovative and sustainable business solutions with the aim of resolving social and environmental issues.

Currently, CSIP is conducting a preparatory survey for the initiation of a project to improve quality of life of persons with disabilities (PWDs) in the provinces of Dong Nai, Tay Ninh and Binh Phuoc. Therefore, CSIP is looking for potential partners in organizing and providing services and intervention for PWDs, as well as improving the quality of rehabilitation services and social support in the targeted provinces.

Important notice: This is neither an Invitation to Bid nor any similar documents. CSIP provides no guarantee that entities/ organizations who submit an Expression of Interest (EOI) would receive the project’s funds. This EOI will be used to assess the quality of rehabilitation, care and support services provided for PWDs or caregivers in the project areas. Partners and service providers will be determined through a competitive Invitation to Bid, planned to take place early 2021.

GENERAL INFORMATION:

Overall objective: Improved quality of life of PWDs in the provinces of Dong Nai, Tay Ninh and Binh Phuoc.

Detailed objectives and projected activities:

  • Objective 1: Rehabilitation services expanded; health status and quality of life of PWDs improved.

To achieve this objective, the project will support targeted provinces in providing high-quality rehabilitation services to improve health and quality of life of PWDs throughout the entire implementation process of the project. Direct and specific activities to support rehabilitation for around 7.000 PWDs in accordance to their needs, will be strictly monitored for quality and standards.

In the long run, the project aims to provide quality rehabilitation services through strengthening the rehabilitation service system with various participant parties (public, private, civil societies) in targeted provinces in order to guarantee the sustainability of high-quality rehabilitation services. According to WHO’s definition, the capacity of health systems in the field of rehabilitation includes six (6) areas: 1) service delivery; 2) assistive devices and tools (including prosthetics, orthopedic braces, canes, walkers and daily-life aids and equipment); 3) improving rehabilitation service governance; 4) development of the human workforce in rehabilitation; 5) improving financing for rehabilitation services; 6) a disability health information system. The project will support targeted provinces in improving and intervention in all 6 areas throughout the project duration.

  • Objective 2: Social services expanded, social inclusion and direct support to PWDs enhanced.

The project will assist targeted provinces in building and implementing the following models: 1) provision of home-based care for PWDs; 2) developing a peer support network for PWDs to facilitate social inclusion; and 3) ensuring continuum and comprehensive care models for PWDs. Specific support to PWDs will be based on the needs of PWDs and be closely monitored for quality and standards.

  • Objective 3: Disability policies improved, public attitude improved; barriers reduced to ensure social integration for PWDs.

On a basis of current policies and legal framework, the project aims at improving PWDs’ habitat through: 1) Enhancing enforcement of legislations; 2) enforcement of PWDs’ rights; 3) Improving public awareness, perception of and positive attitude towards PWDs; 4) gradually remove physical and social barriers against PWDs; and 5) Building fundamental elements for the state’s autonomous capacity in determining and resolving issues related to supporting PWDs, emphasizing budget autonomy and complementary conditions for participation of individuals, civil societies, enterprises and social organizations in the process of developing and supplying support services for PWDs, in cooperation with public services.

  • Objective 4: Partners’ capacity in management, implementation, and activity support to PWDs at all level are improved.

II. CALL FOR EXPRESSION OF INTEREST:

1. Eligible applicants:

  • The applicants are entities with a legal status in Vietnam; including social organizations/communities; public and non-public service providers; especially encouraging participation from private and social enterprises.
  • The applicants are previously and/or currently active in fields of rehabilitation, health care, relief care, social support, improving legislative environment for marginalized groups, and increasing coordination capacity for managerial agencies in Vietnam.
  • The private sector, social enterprises, hospitals, school, public and private services providers are encouraged to apply

2. Expression of Interest Profile includes

  • A letter for Expression of Interests: a summary of past experience in relevant fields and concise proposals for service provision by the applicants.
  • A copy of business license in Vietnam (health units are required to submit medical practicing license if available) that clearly states the official name of the unit/organization, contact information and address, communication officer’s information.
  • A summary of capacity profile including: organization structure, implemented project/contract on relevant service provision activities (detailing time, categories of service, donors, operating areas etc.)
