I. Background

Tuberculosis (TB) is one of the top 10 causes of death worldwide, with an estimated 10 million new cases found in 2019 alone. Yet, as a disease, TB is both curable and preventable. Ranking 16th among 30 “high burden” countries - which account for 87% of all new TB cases worldwide.

The United States Agency for International Development (USAID) Support to End Tuberculosis (TB) project’s overarching goal is to support the Government of Vietnam (GVN) to successfully detect, treat and prevent TB ?. The five-year project will support the GVN in the ambitious effort to end TB in Vietnam by 2030, defined as reducing the TB burden, reducing deaths due to TB, and eliminating patient catastrophic costs from this disease. USAID Support to End TB is implemented by FHI 360 in partnership with the National TB Program (NTP).

Finding more TB cases is a critical step to end TB, and to do this, a new ‘Double X’ (2X) Strategy was developed by the NTP and implemented in health facilities and communities of seven USAID priority provinces. The 2X approach has been very successful in finding TB cases, and it will be scaled up to 25 provinces starting in December 2020.

In celebration of the 25th anniversary of diplomatic relations between the United States and Vietnam, the Support to End TB project wants to showcase the national efforts and achievements in combating TB through the 2X Strategy. We will highlight these activities in two videos (1 60-second video  & 1 3-minute video) to reach wider audiences and partners at an event to be held in mid-December 2020.

II. Scope of Work

USAID Support to End TB is seeking professional video-development from offerors registered to operate in Vietnam to assist in the concept, story development, filming, and editing/post-production tasks required to complete two videos (1 x 60sec & 1 x 3-minute video) of high quality. The videos will be featured at the special event to celebrate the 25th anniversary for diplomatic relations between Vietnam and the U.S. in mid-December. The target date for completion of post-production of the videos is at least three-days prior to the event. Offerors should assume that versions of the fully produced videos should be prepared for the event by December 10, 2020. Following the event, additional editing may be completed in order to distribute the videos through a variety of channels to reach program beneficiaries across the country.

The completed videos will provide an overview of the USAID Support to End TB project in Vietnam and its partnership with the NTP. It will focus on the 2X Strategy as an effective approach to improve the detection of TB pneumonia in health facilities and community settings. The videos will be used as a visual tool to reach stakeholders including donors, government partners, health offices at provinces, districts, and commune health stations with Support to End TB’s goals and the innovative 2X Strategy. The videos will provide key figures, information, and spotlights to recognize and multiply the project’s approach.

To ensure the quality of the above-mentioned product, the selected consultant(s) must work closely with the USAID Support to End TB communications consultant and the technical team to review and provide comments on the mentioned-above product before finalization. This will consist of meetings and frequent discussions to obtain consensus on ideas and contents of scripts until completion of the final products. The work covers the following services for the two videos:

Pre-production services:

  • Develop content, script, and storyboard based on the briefs, guidelines, and information provided by Support to End TB project staff

Production and post-production service (note that videos must be prepared for viewing at the event in mid-December, assuming December 10, 2020 for near completion):

  • Film, review, and edit footage
  • Add graphics, animation, music, color grading, captioning, audio, logos through to the final version
  • Edit and submit the final products based on the project's comments by the due date
  • Document English & Vietnamese subtitles for the videos
  • Travel to do filming on sites; filming will include interviews in Hanoi and on-site footage at one field location in close proximity to Ho Chi Minh City

Post-production services:

  • Provision of raw video materials and footages to the project; file formats to include .glv, .mov, .mp4 or as specified
  • Provision of high definition 1080 resolution videos in professional broadcast quality
  • Final approved video with high quality (suggested in Mp4 format)

III. Duty station and travel

Travel will be required to one project site in Southern Vietnam for filming. The selected offeror will also be expected to conduct and film interviews with stakeholders based in Hanoi, either virtually or in-person.

IV. Application package

FHI 360 is requesting quotations from qualified vendors that are legally registered to operate in Vietnam.

Vendors must submit to FHI 360 the following:

1.       A brief outline of the main features of the video-clips (proposed content, images, ideas) and proposed timeline

2.       A brief profile of the organization and description of qualifications

3.       Links to or files of three sample video products

4.       Copy of Vietnam registration

5.       Quote/budget* for services.

  • Quotes should be submitted in VND
  • Clearly list any taxes or other indirect costs as separate line items in the quote.

Submitted quotes should be valid for 30 days from the date of submission to allow adequate time for organizational approval.

* Quotes should include payment terms. Indicate bank charges/fees, if applicable, for receiving an electronic bank transfer.

Responses to this RFQ should be submitted by email to [email protected] with a copy to [email protected] no later than 5:00 pm Hanoi. with subject line “Video production for the Support to End Tuberculosis project in Vietnam.” Any quotations received after this date and time may not be accepted and shall be considered non-responsive. FHI 360 will acknowledge receipt of the quotation by return email within 24 hours.

Any questions or requests for clarification can be submitted in writing to the same email address above by November 12, 2020 at 5:00 P.M. Hanoi. No telephone inquiries will be answered.

V. Criteria for Evaluation   

Selection will be based on best value, weighing price against technical factors as outlined below:

  1. Brief Outline of proposed features of video clips and timeline (40 points)
  2. Organizational Capability and Samples (40 points)
  3. Budget (20 points)

VI. Contracting Mechanism

A fixed-price purchase order may be awarded in VND to the responsive vendor whose quote will be evaluated as most advantageous to FHI 360 (lowest price, technically acceptable offer). In the event that service/deliverable requirements need to be shifted during the time period between the signature of a purchase order with the selected vendor and the actual event, FHI 360 will modify the purchase order.

VII. Terms and conditions

  • FHI 360 may cancel an RFQ and/or not make awards.
  • FHI 360 may reject any or all of the responses to its RFQ.
  • Issuance of an RFQ does not constitute award commitment by FHI 360.
  • FHI 360 reserves the right to disqualify any application based on offeror failure to follow RFQ instructions.
  • FHI 360 will not reimburse applicants for the cost of preparing and submitting an application to an RFQ. 
  • FHI 360 reserves the right to issue an award on the basis of an initial evaluation of offers without further discussion.
  • FHI 360 may award grants for only part of the activities listed in an RFQ.
  • FHI 360 reserves the right to check an applicant’s donor references.
  • FHI 360 also reserves the right to reject any or all applications received without explanation.
  • FHI 360 has the right to issue amendments to the RFQ at any time.

Request for Quotation Firm Guarantee:

All information submitted in connection with this RFQ will be valid for thirty (30) days from the RFQ due date. This includes, but is not limited to, cost, pricing, terms and conditions, service levels, and all other information. If your firm is awarded the contract, all information in the RFQ and negotiation process is contractually binding.

Offer Verification:

FHI 360 may contact offerors to confirm validity of the offer, contact person, address, and bid amount.

False Statements in Offer:

Offerors must provide full, accurate, and complete information as required by this solicitation and its attachments.
