SENIOR GOVERNANCE AND RESEARCH ADVISOR

The Role

To provide specialist knowledge to the strategy development and implementation of Oxfam’s Governance, Civic space, Civil society capacity building and Justice facilitation Programmes in Vietnam that is aimed at achieving policy, attitude and practice change towards good governance, social accountability, civil society development and justice reform; and contributing to  research related to civic space in  Asia.

Hanoi with frequent travel

Key responsibilities and Accountabilities:

On governance programming

  • Contribute to the strategy development for Oxfam’s Governance Programme in Vietnam giving strategic input on programme development; Contribute to the process of planning and designing activities based on the overall project framework;
  • Advisor to team leader and team members on implementation of the Justice Initiative Facilitation Fund (JIFF);
  • Deliver technical assistance and provide specialist advice to the programme and partners for specific needs and outputs such as policy research and analysis on advocacy;
  • Contribute to the overall quality assurance and risk management of the programme by regularly maintaining and monitoring risk matrix and quality checklist;
  • Contribute to the delivery, MEL process of the programme towards achievement of agreed objectives;
  • Engage in discussions with project partners and stakeholders to develop programmes that can foster external funding opportunities, contribute to fund-raising activities;
  • Support effective cooperation between partners and other strategic actors including related government agencies, donors, civil society organisations, media and research institutions inside and outside Vietnam;

On research

  • Providing hands on support to country teams and JIFF’s partners on research methodology and research development;
  • Writing case studies, adapting tools and resources, curating content on civic space and active citizenship and other materials;
  • Engage with Oxfam Asia Civic Space Working Group in sharing learning across core topics, supporting and communicating with the wider network.

Technical Skills, Experience & Knowledge:

  • Qualified to at least Master degree in relevant field with proven track record in technical advisory role in governance programme and related research topics;
  • Minimum 10 years of work experience working on governance & active citizenship, social accountability, with preferably experience in the justice sector;
  • Substantial knowledge of political/social/economic development, good understanding of policy making and monitoring processes in Vietnam;
  • Strong conceptual, analytical and strategic thinking; ability to analyse development context and driving factors; Ability to ‘think politically’ by understanding motivations, pressures and challenges faced by different actors;
  • Substantial experience of conducting and managing evidence-based research for policy advocacy and influencing;
  • Sound experience in managing and monitoring development projects, including partnership management;
  • Sound experience in capacity building and good facilitation skills;
  • Outstanding social and intercultural skills;
  • Ability to demonstrate an openness and willingness to learn about the application of Oxfam gender mainstreaming framework, women's rights, and diversity to all aspects of development work;
  • Have a record of publications in the related field(s) is a plus;
  • High level of written and spoken English;
  • Fluency in Vietnamese; and, other Asian languages is a plus;
  • Good computer skills and experienced in using online tools for brokering of knowledge and learning networks;
  • Willingness to travel to remote areas of Vietnam, with regular travels internationally.
