The regional project “Promoting sustainability in the textile and garment industry in Asia (FABRIC)” works to improve production and working conditions in the Asian textile and garment industry in Bangladesh, Cambodia, China, Pakistan, Myanmar and is in the process of expanding its activities to Viet Nam. The project identifies common interests among the partner countries and promotes cooperation and a common understanding among producer countries for improved sustainability in the sector. To this end, the project engages decision-makers and change agents with the aim of supporting the implementation of measures in selected priority areas in the partner countries.

To date, Vietnam has attracted over 6,000 textile manufacturing companies that are supplying to international brands and employ some 3.5 million people. But for an industry notorious for environmental impacts, such as waste and water pollution, and an unpleasant sweatshop image, the sector is seeing major growth at a time when sustainable development is rising in importance. COVID-19 has hit the industry and revealed the need for more sustainable business models. Industry stakeholders in Vietnam have recognized this trend and follow the ambition to work towards a more socially and environmentally sustainable industry.

FABRIC works with local factories, business associations, relevant ministries, trade unions, civil society and international fashion brands to jointly improve social, environmental and economic conditions in the industry by focusing on five outputs: 1. Regional dialogue and knowledge sharing; 2. Cooperation with the private sector: 3. Social and labour standards; 4. Gender equality; 5. Environment.

Output 5 (Environment) is of key relevance for the country activities in Vietnam. It aims at the improvement of capacities for sustainable operational environmental and resource management. This refers both to capacities at company level and to the capacities of local providers of business services and educational institutions to anchor the relevant knowledge in a sustainable manner. Especially in the areas of energy,
water and chemicals management, there is a great potential to contribute to an improvement of environmental sustainability. Global fashion brands have committed to ambitious de-carbonization goals for their supply chain. In close cooperation with brands (Output 2), FABRIC intents to enable supplier facilities to operationalize climate change or decarbonization goals and supports the pathway to reduced GHG emissions.

The project is looking for a qualified national candidate to fill the position:

Senior Project Officer - FABRIC
Duty station: Ha Noi, Viet Nam
Duration: 15 December 2020 (possibility for a later starting date can be discussed) until January 2023 (with
possibility for extension)

Main responsibilities:

The Senior Project Officer works as part of a local and international team, with a high degree of responsibility for the steering of the environmental component of FABRIC (Output 5) and alignment with regional activities. The Senior Project Officer builds the network of partners and identifies and co-designing projects activities that align with FABRIC’s objectives. For successful project implementation, the project officer will develop and set up formal partnerships with the private sector (Output 2). Travel to Ho Chi Minh City and potentially the wider region may occur on a regular basis.

The Senior Project Officer will assume the following main tasks:

Project Management

  • Manage and organize the work especially around Output 5, e.g. technically instructing and steering of international consultants and assuming responsibility for the quality of work under Output 5. This includes:
    • Development of a capacity development strategy for resource efficiency, especially with a view to decarbonization (“Climate action”)
    • Preparation, coordination, and implementation of project activities and technically instructing and controlling of service providers and assuming responsibility for the quality of work
    • Identification of potential collaboration areas and partners for project interventions, including service providers, educational institutions, and international fashion brands.
    • Developing and acquiring partnerships with the private sector (development partnerships) according to GIZ’s partnership models.
  • Engage in management related to other outputs of FABRIC, also with a view to regional activities taking place in Viet Nam
  • Responsible for provision of information/data on activities, objectives and results to the project`s internal monitoring and evaluation system
  • Provide inputs for preparation of promotional and public relations (PR) materials (presentation slides, factsheets, etc.) to present the project and its results and impacts to different external audiences
  • Document project results in the project´s knowledge management system

Communication and Networking

  • Develop and maintain networks with relevant stakeholders in the private and public sectors and ensure effective communication and collaboration between the project and stakeholders
  • Represent GIZ/FABRIC at local stakeholder events, conferences, steering committee meetings, etc.

Minimum requirements:

  • University degree in international business administration, economics, political or cultural science, textile engineering, environmental management, or another relevant field of expertise
  • At least 8 years of professional experience in related fields of work, preferably in environmental consultant work and/or work in the textile and garment industry
  • Strong project management skills and experience with the initiation, planning, budgeting, execution, monitoring of projects and other project management tasks
  • Strong networking capability
  • Experience in working with the privat sector
  • Established network in the textile, garment and footwear sector is considered a strong asset
  • Experience in working on capacity development of garment and textile production facilities and working with service providers is considered an asset
  • Expertise with environmental issues of the Vietnamese garment and textile sector is an asset, including an understanding of regulatory framework (e.g. environmental laws, emission control acts, sectoral guidelines with respect to environmental practices) as well as governance mechanism and institutions involved in its enforcement; understanding Environmental Management Systems and scoring systems, challenges and barriers for adoption of resource efficiency is as asset
  • Ability to work individually as well as in a team; ability to work together with people from different sectors (e.g. private sector, ministries, international experts) and cultural backgrounds, in a sensitive context
  • High-level proficiency of oral and written English and Vietnamese
  • Solid computer skills (e.g. Microsoft Office)
  • Strong critical, analytical thinking and structured working abilities. Strong work ethic.
