Abt Associates, a global leader in research and implementing technical programs in the fields of economic growth, international health, social and environmental policy, and climate change, seeks highly qualified candidates for Abt Associates seeks a qualified experts for the USAID-funded Local Health System Sustainability (LHSS) Vietnam Activity. This Activity will support the Government of Vietnam (GVN)’s efforts to strengthen the GVN capacity to sustainably manage a holistic HIV and TB program that will drive achievement of the country’s commitment to end the HIV and TB by 2030. The project will begin on/about September 1, 2020 and run through September 2024. All of the positions below are based in Hanoi, and may involve some internal travel in Vietnam.

Candidates should possess the following qualifications:

  • A university degree in economics, business administration, health and behavioral or a related field is required.
  • A minimum of 10 years of professional experience in one or more of the relevant technical areas listed below. USAID experience is highly preferred.

01. Deputy Chief of Party (DCOP): will provide strategic leadership, management, and technical direction in advancing health financing activities and will support the project team, and counterparts in the implementation of activities. The DCOP will provide managerial and technical support to the COP, assisting in areas including work planning, performance management, engagement with local counterparts, and strategic communications.

02. Monitoring, Evaluation, and Learning Lead is responsible for designing and managing monitoring, evaluation, learning and knowledge management systems. He or she will undertake iterative learning and adaptation, including the use of real-time information and analysis to continuously assess progress and adjust interventions or approaches as necessary, including engagement with value chain actors and with development partners to learn about what is working across the system. Reports to the COP.

03. Health Financing Lead will provide strategic leadership, management, and technical direction and support to the project team and counterparts in the implementation of activities that support the Government of Vietnam (GVN) to increase domestic financing and improve resource allocation and efficient use for HIV prevention and treatment services in Vietnam. This will also include supporting the GVN to develop and implement a SHI integration plan for TB services. Reports to the DCOP.

04. Health Finance Specialist(s) will provide subject matter expertise to support the GOV to increase domestic financing and improve resource allocation and efficient use for HIV prevention and treatment services in Vietnam as well as TB. Two specialists to report to the Health Financing Lead.

05. Supply Chain Management Lead will provide strategic leadership, management, and technical direction and support to the project team and counterparts in the implementation of activities. This will include strengthening the capacity of Vietnam’s supply chain management system to ensure a continuous and uninterrupted supply of best value quality commodities that drive improved patient outcomes. The Supply Chain Management Lead will report to the DCOP.

06. Supply Chain Specialist: Procurement will provide subject matter expertise to support the GOV to develop and implement policies/mechanisms that address key procurement challenges for HIV/AIDS commodities such as low volume procurement, and products with limited suppliers. The Supply Chain Procurement Specialist will report to the Supply Chain Lead.

07. Supply Chain LMIS Specialist will provide subject matter expertise to strengthen GVN capacity to complete and manage an electronic logistics management information system (e-LMIS) for HIV/AIDS commodities that will increase transparency and coordination and facilitate high-quality service provision. The LMIS Specialist will report to the Supply Chain Lead.

08. Public Financial Management Lead will provide subject matter expertise to identify, integrate and implement strategies support the GVN to strengthen their public financial management systems for public health and find greater efficiencies in SHI. The PFM lead will report to the DCOP of the project.

09. Public Financial Management Specialist: Domestic Resource Mobilization will provide subject matter expertise to support the GVN, specifically the Ministry of Finance, to improve public financial management to mobilize domestic resources and increase available funding for public health within the central budget. The PFM Specialist will report to the PFM lead.

10. Policy and Governance Lead will provide strategic leadership, management, and technical direction and support to the project team and counterparts in the implementation of activities including supporting the GVN to develop and implement policies/mechanisms to sustainably manage a holistic HIV and TB program. The position will lead policy development and implementation efforts, to insure institutionalization of policy and regulatory reforms. The Policy and Governance Lead will report to the COP.

11. Capacity and Transition Specialist will provide subject matter expertise to support the GVN to sustainably manage a holistic HIV and TB program through capacity building and transition support. The Capacity and Transition specialist will report to the Policy and Governance Lead.

12. Communication Specialist will provide subject matter expertise across the project in the areas of communications to support the Project and the GVN achieve its objectives.

13. Data Specialist will provide subject matter expertise across the project in the areas of data management, data analytics and database development to support the Project and the GVN achieve its objectives. The data specialist will support the MEL Lead in collecting and analyzing data for reporting and to inform policy initiatives.

14. Finance and Administration Manager will manage project financial operations and financial reporting of the country program, providing guidance, training and technical assistance to financial and non-financial management personnel. The Finance and Administration Manager will report to the Chief of Party.

15. Administrative Officer will provide operational and logistics support to the Finance and Administration Manager to ensure project-wide operations related to travel, events, inventory tracking, and purchases are compliant with USAID and Abt guidelines.

16. Accountant will manages and execute the project’s financial procedures, accounting, and payroll under the direction of the Finance and Administration Manager.

17. Administrative Assistant will assist in administrative tasks such as planning and conducting the logistics for project activities including workshops, training and meetings, lodging and travel arrangements, as well as support with the procurement of office-related commodities under the supervision of the Administration Officer.
