JOB TITLE: HIV Public-Private Mix (PPM) Officer in Hai Phong, Thai Nguyen, Can Tho & Long An

POSITION SUMMARY:

Closing date of application period: 31 July 2020
Starting date: August 2020
Full time position: 100% FTE; This is a field-based, not office-based position. Over 80% of the employee’s time will be spent in the community.
Duration of contract: 1 year (extension to be based on performance and availability of funds)
Location: Four positions with one in each of the following cities: Hai Phong, Thai Nguyen, Can Tho, Long An
Travel requirements: Daily travel throughout the province where located; infrequent travel for knowledge sharing and training to Ha Noi or Ho Chi Minh City. Candidates need to own a motorbike and be willing to drive to visit private providers.

BACKGROUND:

IRD VN is a locally registered social enterprise in Viet Nam. IRD VN is a young, dynamic and growing organization. Though we started in 2016, we now have over 30 office-based staff working across five cities in Viet Nam. We work in close collaboration with the People’s AIDS Committee, Provincial and National TB Program and other in-country partners to implement projects funded by USAID, the University of San Francisco (UCSF) the Stop TB Partnership’s TB REACH initiative, the Centers for Disease Control and Prevention, UNITAID and Otsuka.

In collaboration with UCSF, IRD VN is helping to provide technical assistance for the rollout of HIV recency testing in four focus provinces (Hai Phong, Thai Nguyen, Can Tho, Long An) of Viet Nam. We will support the inclusion of a recent infection testing algorithm (RITA) into select HIV testing sites in the country. All persons attending HIV testing who test HIV positive for the first time will be offered the HIV recency test. A sample of blood will be sent to regional labs for viral load testing to complete the recent infection algorithm. IRD VN will provide technical assistance to implementing partners who are rolling out the activity. The main role of IRD VN will be data analysis and use activities, data and continuous quality improvement activities, and monitoring of recency testing implementation.

We are searching for four highly personable and motivated HIV PPM Officers who are detail-oriented and excellent communicators. These staff need to be diligent and responsible while maintaining strong relationships with coworkers, donors and government staff. The PPM Officers need to have a strong understanding of HIV program implementation and the operations of the People’s AIDS Committee in the region where the they work.

Build and manage network of private providers

  • Build a diverse portfolio of private providers who are treating people living with HIV (PLHIV) and pharmacies
  • Establish relationships with private providers or clinics and pharmacies to persuade them to cooperate with the project
  • Ensure that agreements are signed and up to date with private health facilities
  • Regularly visit private healthcare facilities to manage and maintain the relationship with the provider or the clinic
  • Update the customized customer relationship management (CRM) software with information about activities completed and any issues or concerns of private providers
  • Conduct training for the enrolled providers on recency testing and both electronic and paper data collection tools
  • Trouble-shoot and discuss any problems with private providers, while reporting the issues to the employee’s line manager and documenting the problem in the CRM
  • Ensure that clinics are provided with materials for the promotion of the project

Facilitate recency testing

  • Assist with conducting training sessions in the provincial, district and ward levels
  • Manage supplies of testing kits and consumables within the province
  • Promote participation among low-performing clinics and encourage continued participation among high-performing clinics
  • Follow Ministry of Health guidelines for blood collection and transportation, ensuring proper labelling of specimens
  • Transport samples for viral load testing to regional laboratories
  • Provide testing results to the PPs
  • Communicate and trouble-shoot problems with field implementation with the Regional Coordinator
  • Meet with Provincial-, District-, and Ward-level health staff to discuss implementation of the project
  • Liaise with government officials to ensure the smooth implementation of the project

Data management

  • Collect data from private providers who are treating HIV in the private sector
  • Ensure all recency testing data are entered into the electronic medical records system
  • Support the compilation and verification of project data from districts and relay to the Monitoring and Evaluation (M&E) team
  • Troubleshoot data quality issues in the field
  • Participate in Data quality assurance activities of the project with M&E team
  • Communicate any issues discovered during fieldwork to management in a timely manner

Other tasks

  • Submit work on time so that all deliverables are achieved on time
  • Submit at least weekly reports to the PPM Manager
  • Participate in weekly meetings on progress to targets
  • Assist with the organization of quarterly networking events for private providers
  • Support all aspects of project implementation as requested

REQUIRED EXPERIENCE/SKILLS:

  • Fluency in written and spoken Vietnamese is a must
  • The candidate must possess excellent communication skills
  • Bachelor’s degree in business administration, marketing, social science, implementation science, public health, development, medicine, pharmacy or a related field
  • Marketing and sales experience is strongly preferred
  • Experience in private health sector is an asset
  • Flexibility and willingness to work with private providers at a time convenient to them, including out of working hours
  • Good working attitude, dynamic personality and the ability to work well individually as well as in teams
  • Self-motivated, willing to learn, service-oriented and with the ability to work under high pressure and within a limited time frame
  • Basic computer skills, including familiarity and comfort with using Microsoft Word, Excel, email and other kind of social network
  • Knowledge of English would be an asset, but is not a requirement
