SCOPE OF WORK

Proposed Personnel:        Research Assistant (Intern/Part-Time)
Period of Performance:    o/a 01 June 2020 – 15 August 2020
Level of Effort:        30 Days

Project Background:

The USAID Trade Facilitation Program (TFP) is five-year project that aims to support Vietnam to adopt and implement a risk management approach to customs, which will facilitate the implementation of the World Trade Organization’s Trade Facilitation Agreement (TFA), of which both Vietnam and the United States (U.S.) are members. The Program will work with The General Department of Vietnam Customs (GDVC) to ensure simplification, harmonization, professionalization, and adoption and implementation of risk management approaches at the national and provincial levels to expedite cross-border trade and to enable Vietnam to implement WTO TFA commitments. The Program will work with the GDVC, private sector and other Government of Vietnam (GVN) agencies to simplify policies and across GVN units, foster stronger linkages between national and provincial levels, and improve coordination and implementation at the provincial level.

Overview

As the Program continues to engage various stakeholders across several activities, it is important that the Program effectively implement activities while building the capacity of staff, counterparts, and other partners. The Research Assistant will provide invaluable support to ongoing activities and any ad hoc requests from USAID or GVN counterparts.

Responsibilities and Tasks

  • Support research tasks, as determined by the Chief of Party;
  • Support ongoing activities through administrative or technical support;
  • Work with the Communications team on reporting and conveying the Program’s results
  • Other tasks as requested by the Chief of Party or his designee

Deliverables

  • Weekly bullet or short report on trade data/statistical findings (TBD)
  • End of internship report summarizing lessons learned and recommendations for the Program

Qualifications

  • Currently undertaking or recently completed master/bachelor studies in foreign trade, economics, business administration or other related fields
  • Strong interest in economic research and data, legal framework and policy development, especially those relating to customs and trade facilitation issues
  • Computer literacy and ability to use efficiently the basic Microsoft Office© software (World, Excel, Power Point) and communications tools (internet, email)
  • Good knowledge of English and Vietnamese, written and spoken
  • High self-motivation, interpersonal communication skills and an ability to work independently
  • Open mind and keen to learn and work in a dynamic and intercultural environment
  • Strong interest in international development cooperation

Reporting

The Research Assistant will report to the Chief of Party or his designee.
