Background

FHI 360 is an international non-governmental organization that, in Vietnam, promotes the health and well-being of the Vietnamese people, particularly vulnerable and marginalized populations. It works with the Vietnam Ministry of Health and other national bodies, as well as provincial and district-level health services to achieve project aims. FHI 360 is currently implementing programs to address HIV prevention, testing, and treatment, TB case finding and treatment, clinical research, anti-microbial resistance, non-communicable diseases, health system strengthening, maternal and child health and nutrition, diagnostics and laboratory services.

BHP Vietnam is a 3.5-year programme funded by the UK Government’s Prosperity Fund and aims to reduce non-communicable disease (NCD) burden in Vietnam by improving access to safe, quality care using equitable, ethical and sustainable approaches. The programme will accomplish this through the implementation of a set of activities in the following areas: 1) Strategies to Counter NCDs, 2) Education and Training, and 3) Provider Performance Improvement.

We are currently seeking a qualified and highly motivated Vietnamese national candidate to serve as National Consultant in NCD Surveillance for the Better Health Programme (BHP), based in Hanoi.

Objectives 

Under the direction of the Country Technical Lead (CTL), The National Consultant will be responsible for planning, coordinating, implementing, monitoring and reporting BHP Vietnam’s activities under the workstream Improve the capacity of primary health care and preventive medicine system for NCD management. The National Consultant will work closely with the project focal point of General Department of Preventive Medicine, Ministry of Health (GDPM) and will report directly to the CTL at FHI 360 office in Hanoi

Key Responsibilities

Specific responsibilities may include but are not limited to the following:

  • Work with international and national experts, the General Department of Preventive Medicine, Ministry of Health (GDPM), and BHP Country Technical Lead to develop work plans, resources and milestones/timelines of milestones under the workstream Improve the capacity of primary health care and preventive medicine system for NCD management;

  • Conduct a review of the surveillance capacity of preventive medicine institute system, including the capacity to respond to different health needs and profiles of diverse groups;

  • Conduct a review of NCD data collection, reporting and use at CHS for NCD management at the population level;

  • Analyse CHS capacity applying health IT and data use for NCD management

  • Providing recommendations for the NCD surveillance roadmap that integrates GSI considerations

  • Perform other tasks and relevant duties as required by the CTL

Tasks and Deliverables

The consultant will deliver services to the BETTER HEALTH PROGRAMME for up to 50 days from the period May – December 2020. Key tasks are as follows:

  1. Conduct a review of the surveillance capacity of preventive medicine institute system, including the capacity to respond to different health needs and profiles of diverse groups;

    • Proposal of field trips and desk review to analyse current NCD surveillance capacity of PMI system and NCD data situation, including the capacity to respond to different health needs and profiles of diverse groups: methods, tools, plan, an outline of the analysis

    • Conduct desk review to analyse current NCD surveillance capacity of preventive medicine institutes (PMI) system and NCD data situation

    • Conduct field trips to 6 PMI locations, including consultation meetings and interviews with stakeholders to 1) comprehend PMI capacity; 2) review current NCD data from health information system, including gaps in data disaggregation related to Gender and Social Inclusion (GSI), and the use by PMI & others from preventive medicine system

  2. Conduct a review of NCD data collection, reporting and use at Commune health stations (CHS) for NCD management at the population level;

  3. Analyse CHS capacity applying health IT and data use for NCD management

  4. Providing recommendations for the NCD surveillance roadmap that integrates GSI considerations

    • National Workshop:

      • Present key findings and recommendations on PMI system improvement

      • Facilitate NCD surveillance roadmap discussion

    • Consolidate NCD surveillance roadmap

Reporting

The consultant will report to BHP Country Technical Leader
