Scope of Work

Position Title: Technical Officer
Classification: Short term
This scope of work (SOW) sets forth the services to be provided by Consultant to Chemonics International Inc.

Background:  
The purpose of the Global Health Supply Chain Program-Procurement and Supply Management (GHSC-PSM) project in Vietnam is to ensure uninterrupted supplies of health commodities in support of USG-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR). In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.

GHSC-PSM in Vietnam supports country strategies and priorities that fall under the following three project objectives:

  • Global Commodity Procurement and Logistics
  • Systems Strengthening Technical Assistance
  • Global Collaboration to Improve Long-Term Availability of Health Commodities.

Objective: 

In close coordination with quantification and procurement team, the Technical Officer will support by providing technical assistance for relevant government authorities, including the Vietnam Administration of HIV/AIDS Control (VAAC), National Centralized Drug Procurement  Center (NCDPC) at the Ministry of Health (MOH), and Vietnam Social Security (VSS), in quantification, procurement and supply management activities related to HIV/AIDS commodities procured by Social Health Insurance (SHI) fund including but not limited to supporting VAAC as liaison and part-time seconded staff.

Principal Services and Responsibilities (Essential Functions) 

The technical officer is responsible for the following principal services and responsibilities:  

  • Facilitate the coordination and communications between the Vietnam Administration of HIV/AIDS Control (VAAC)/Ministry of Health counterpart and GHSC-PSM team, and serving as liaison to help ensuring effective transmission of requests;
  • Work as focal point to collaborate with relevant stakeholders on collecting and consolidation of the demand, stock and patient reports; managing the distribution, delivery services.
  • Facilitate ongoing coordination efforts between VAAC and relevant stakeholders related to ARV drugs under Social Health Insurance fund.
  • Provide data for relevant reports, including supervision reports, stock status reports, quantification and forecasts, etc., as needed.
  • Support ongoing supply chain data utilization and quality assurance efforts;
  • In conjunction with Health System Strengthening Manager and other technical staffs, will assist to implement technical assistance activities in the approved workplan.
  • Work closely with technical teams to support government partners in technical assistance on matters related to quantification, procurement and supply chain management of health commodities, and others requested by donors and government partners.
  • Be active in following up with related partners on technical assistance activities to ensure deliverable timeline and quality.
  • Maintain good knowledge and understanding of all office rules and procedures as set forth in the field office policy manual;
  • Produce and/or provide inputs on annual workplan, routine and ad-hoc reports requested by Health System Strengthening Manager and project management team;
  • Support the achievement of the overall project goals as required to ensure project performance;
  • Maintain effective working relationship with donor, government partners and other stakeholders;
  • Perform other tasks assigned as requested by Health System Strengthening Manager, project management team of GHSC-PSM project and the Head of HIV/AIDS Treatment Department/VAAC.

Required Skills and Qualifications

  • Have experiences in supply chain and data management for HIV/AIDS commodities, particularly at the national and provincial levels;
  • Bachelor’s degree in a relevant field required, preferably in pharmacy, public health, or health sciences;
  • Experience working on a USAID or donor-funded project preferred
  • Experience working with the Vietnamese Ministry of Health preferred;
  • Fluency in Vietnamese and advanced English required.
  • Computer skills: strong knowledge and skills of MS Office applications.

Supervision: The Technical Officer will report to the Health System Strengthening Manager. 

Location of Assignment:  This is a short-term position to September 30, 2020 with possible extension, based in Hanoi, Vietnam with intermittent travel throughout the country.
