Designing M&E and Learning systems through both classroom and online learning

Why this course

All development projects need constant tracking of progress to capture essential quantitative and qualitative changes. Do you need to design a systematic way to collect, analyse and use data - so that genuine learning by all actors can take  place? This course teaches you five practical steps to design M&E systems. It shows various monitoring and evaluation methodologies and tools. Always practical and easy- to-use, so you can design a system completely customized to your needs.

Course objectives

By the end of this course, you will:

  • Be able to apply the five steps to design MEL systems 
  • Know how to design and use indicators and progress markers
  • Understand the benefits of digital data collection and have practices digital tools
  • Be able to apply the core steps of Most Significant Change technique
  • Be better prepared to design and learn from evaluations

Course agenda

In this course, we offer you a blended learning trajectory, combining online learning and face-to-face training. The first 2 weeks, starting on 27 May 2019, you learn by distance through the online learning platform. This online part takes 2-4 hours per week. The face-to-face part includes 4 days in Bangkok, Thailand.

Online training: Getting to know each other and sharing the M&E challenges participants face daily, deepening what M&E is and its purposes, assessing to what extent your organisation meets the information needs related to various M&E purposes.

Face-to-face training:

Day 1:

  • Spheres of control, influence and concern of your programme results, reflecting on purposes of your organisation’s M&E system
  • Steps in developing a results-based M&E framework and analysing who needs what information
  • The five steps of M&E design; applied to your organisation/ programme
  • Clarifying the objectives (Results Chain or Theory of Change)

Day 2:

  • Outcome mapping and progress markers.
  • Tool to monitor context
  • Analysis and improvement of your M&E processes
  • Organisational implications: an open discussion

Day 3:

  • Data and Information Collection methods and tools
  • Online Questionnaires and Forms
  • Interviews and Focus Group Discussion
  • Most Significant Change

Day 4:

  • Evaluation types and concepts
  • Evaluation criteria and evaluation process, writing a good Terms of Reference for an evaluation
  • Learning from Evaluations and preparing your own personal action plan
  • Course review, evaluation and closure
