Samaritan’s Purse International Relief (SPIR) is a Christian nonprofit organization providing aid to hurting people around the world. With a 22 year history working in Vietnam, SPIR has developed strong relationships with partners to conduct projects in 5 sectors health, education, protection, livelihood and relief.

SPIR Vietnam’s projects are being implemented in Hanoi, Quang Nam, the central province of Vietnam and across the northern provinces of Lao Cai, Yen Bai and Lai Chau where the majority of people are from ethnic minority groups, often the most vulnerable or marginalized sections of the population.

We are now seeking highly qualified candidate for the following position:

Position Title: Human Resources Manager
Grade: Leadership
Position Duration: 01 Year with possibility of extension
Duty Station: Hanoi with travel to project locations/abroad
Reports To: Operations Manager

Job Summary:

The Human Resources Manager ensures SPIR has a happy and productive workforce with the right skills to realize our mission and objectives. The manager is responsible for all aspects of human resources including job design, recruitment, employee relations, policy development, regulatory compliance, performance management, training, and development. He or she acts as a bridge between management and staff while promoting agency values and shaping a positive culture.

Key Responsibilities:

  • Develop and implement HR strategies in alignment with agency values to ensure human resource capitol matches programming needs.
  • Manage the entire employee lifecycle including recruitment, selection, contracting, renewal, grievance, collective bargaining, and departure process.
  • Administer HR processes such as timesheets, leave records, benefits, and payroll. Generate internal reports and complete required external DIPSERCO and other filling.
  • Oversee a performance appraisal system that drives high performance and ensures staff development needs are met. Provide and facilitate trainings as needed.
  • Ensures legal and SPIR global compliance throughout all HR processes.
  • Maintain and strengthen relationships with relevant local agencies - DIPSERCO, MOLISA, and PACCOM – and notify of any changes to labor requirements.
  • Bridge management and employee relations by addressing demands, grievances or other issues.
  • Supervise and monitor job performance of HR support staff.
  • Nurture a positive work environment, fostering a commitment to SPIR values and ethics.
  • Other duties as assigned by the Operations Manager.

Education/Experience Needed:

  • Bachelor's degree from four-year College or University in a relevant area of study such as Human resource, business administration, office management, or related field.
  • Minimum of 05 year experience working in the human resource and/or operations, preferably with an INGO.
  • Minimum of 02 year experience working in HR management, preferably with an INGO.
  • Experience with capacity building training.
  • Knowledge of Vietnamese Labor Law.
  • Able to maintain the highest standard of confidentiality.
  • Strong willingness and passion to see help poor and disadvantaged in Vietnam.

Skills Required:

  • Fluency in English and Vietnamese-written and spoken.
  • Excellent planning, time management and organizational skills; high level of integrity.
  • Excellent interpersonal communication and teamwork skills.
  • Demonstrated ability to take initiative, solve problems, and remain flexible.
  • Must be comfortable using Microsoft Word, Excel, PowerPoint, and email.

This is a full time position that will begin with a two month probationary period. JD available upon request.
