The International Center (previously known as VVAF) is an America non-profit organization, with more than 30 years experiences managing programs around the world, including the US-Vietnam Trade Council. The organization established representative office in Hanoi in 1994 to provide humanitarian assistance programs in Vietnam. Our involvement has grown substantially since then. By 2019, IC have been active in more than 25 provinces with a variety of assistance programs. We now focus on mine action and assistance programs for people with disability including victims of landmine/unexploded ordnance and people allegedly affected by dioxin (Agent Orange).

The International Center (IC) is seeking a motivated and qualified candidate to fill in position in the Mine Action program:

  • Position: SENIOR PROGRAM OFFICER
  • Duty Station: Hanoi with travel to provinces/abroad
  • Duration of Assignment: 01 Year with possibility of extension

Main Duties and Responsibilities:

  • Work closely with Program Manager to develop program concept notes, plans and budgets
  • Monitor and support the implementation of program activities with IC’s national and international partners
  • Assist overseeing outsourced contracts related to the implementation of program’s goals
  • Participate and support the related working Forums which advance the works of the organization
  • Provide support for establishing, strengthening and cultivating an effective link between IC-VVAF, its partners and Vietnamese national, provincial, district and sub-district authorities, military, NGOs and other organizations
  • Prepare regular reports of program activities

Qualifications requirements: 

  • Bachelor degree as minimum in social science or related fields
  • Experience in the development of program ideas, budgets and implementation plans.
  • Experience with monitoring and evaluation of assistance programs
  • Proven track record of coping with field conditions and physically and mentally fit to travel nationwide at a provincial level
  • The ability to establish and maintain of links and coalitions between IC and other organizations nationally and internationally in the same area of operation
  • Experience in humanitarian programs and NGO’s work in Vietnam is preferable
  • Good written and oral knowledge of English and Vietnamese.
  • High level of computer literacy including MS Word, Excel, MS Project & Email. Software & experience of PowerPoint, desktop publishing & photo editing an advantage.
