Call for Proposals/Quotations

Aus4Equality|GREAT program, a socio-economic development initiative working in Son La and Lao Cai provinces and funded through the Government of Australia’s Aid Program in Vietnam is looking for a local IT firm to assist the Aus4Equality|GREAT team to develop a MIS database through customizing another existing online MIS system - namely MANIS in Indonesia - to track progress and facilitate monitoring and evaluation of the program activities.

Scope of Service:

The selected local IT firm will perform the service under the supervision of the GREAT’s Monitoring and Evaluation Research and Learning Manager through the contract duration. The selected local IT firm will provide services for development of the GREAT MIS and continue providing supporting services for operation, maintenance and continuous customizations of the system as necessary throughout the life of the GREAT program. The first contract will be between September 2018 and June 2019 with possible extension on an annual basis upon satisfactory performance with the below key tasks:

Development phase (October 2018 to June 2019)

• Discuss with GREAT team on specific business requirements of the database
• Study relevant documents
• Establish necessary platform, IT configurations and cloud server in Vietnam for duplicating the MANIS database
• Develop codes for necessary customizations of the MANIS database
• Conduct user test of the newly customized MIS
• Prepare operational manual of the MIS system
• Provide training for GREAT team, stakeholders and implementing partners
• Database maintenance and trouble-shooting support.

Implementation phase (July 2019 to June 2020) with possible extension upon need.

• Continued database maintenance and trouble-shooting support.
• Update/customizations as necessary.

Maximum budget: The maximum available budget for this Contract, all-inclusive, is AUD51,650. Any proposal exceeding this maximum available budget will be automatically rejected.

Eligible applicants must:

• Be a company/firm operating in the IT field, legally established in Vietnam for at least 3 years.
• Have at least one (1) similar contract implemented in the last 3 years as the main contractor.
