1. Summary

Title: Consultancy with the purpose to

(i) Conduct and document the selection process of wards and schools for the implementation of the Building Urban Resilience Project in Quy Nhon
(ii) Conduct a baseline study in the selected schools to assess the perception of key stakeholders about the school safety and to identify the most relevant approach for activities implementation

2. Background

The project Building Urban Resilience is funded by European Union humanitarian aid and by a private donor (TexAid) with the aim to build resilience in 5 high-risk urban areas (wards) in Quy Nhon City. The project will be implemented by the Vietnamese Red Cross (VNRC) with support from the German Red Cross (GRC), and will be focused on three specific results.

Result 1- At least 7 targeted schools in 5 at-risk urban wards of Quy Nhon have increased knowledge and capacities to understand risks and to effectively prepare for and respond to disasters.

Result 2- Innovative Public Awareness and Public Education for disaster risk reduction, targeting specific vulnerable groups brings about positive, safer behaviour, improved preparedness and social change in at-risk urban and peri-urban areas in the coastal City of Quy Nhon.

Result 3 - Local government authorities and Red Cross from five at-risk urban and peri-urban areas in the coastal City of Quy Nhon, and in two SEA countries have increased capacity through an innovative GIS based preparedness and response (DPR) mapping methodology.

3. Purpose

GRC is seeking for a consultant / consultancy team (National) to (i) conduct and document the selection process of 5 wards and 7 schools for the implementation of the Building Urban Resilience Project in Quy Nhon based on defined criteria. After selection of the schools within the 5 wards, the consultant will (ii) conduct a baseline study to assess the perception of key stakeholders about the school safety and to identify the most relevant approach for activities implementation.

Safe School is defined as per the VNRC School Safety Guidance (2013)1 as “a well-equipped educational environment that ensures the safety of students, teachers and school staff as well as safety of school facilities during any disasters and climate change events”. Therefore the approach to conduct the baseline study will aim at documenting the perception of key stakeholders about the three pillars described in the VNRC School Guidance to create safer schools, namely safe school management, safe school facility, disaster risk reduction (DRR) education.

4. Scope and the methodology

To undertake the selection process of the 5 wards and 7 schools and the baseline on school safety, the consultant is expected to use a panel of methods and tools. This may include (i) secondary data review, (ii) semi-structured interviews of key informants (DoETs, OoETs of Binh Dinh and Quy Nhon city, WPC, DPC, VNRC chapter, DARD, CFSCSR city and ward levels, TSG), (iii) field and households visits (including single mom, disability people, elderly, children, poor household and migrants), and (iv) group discussions with teachers, pupils, school management board and local authorities.

5. Outputs/ deliverables

(i) One short report in Vietnamese (10 pages) documenting the selection process of wards in Quy Nhon and the specific associated for each ward and vulnerable group.
(ii) One baseline report documenting the selection process of the schools and presenting the current perception of key stakeholders about the school safety. This report, in Vietnamese, will also provide recommendations specific to each school and stakeholder.

6. Role of the Partners

In support of the consultancy GRC and VNRC will make their staff available for discussing the strategic approach of the assignment as well as to discuss content and review the draft versions of the reports. GRC and VNRC will ensure the logistic and human resource support for the organization of meetings, the field level study.

7. Consultant profile

The consultant/consultancy team shall have the following skills and experience.

  • At least 3 years of theoretical and practical work on Community Based Disaster Risk Reduction (CBDRR) including Safe School Model
  • Previous experience working with the Red Cross Red Crescent is preferred
  • Excellent communication and documentation skills in English and Vietnamese
  • Results focused and accountable

8. Consultancy Management

The consultant will officially report to the GRC. The GRC DRR delegate will be responsible for the coordination with GRC, VNRC and other relevant stakeholders.

9. Date and timeframe

15 to 20 working days over the period from 1 August to 9th of September 2016

10. Consultant Fee

Please submit your financial offer in Vietnam Dong on a lump sum per day basis including all expenses (transport, accommodation, stationaries) before and after taxes (VAT / PIT /FCT). GRC will not pay any per diem or health/ accident insurance. The consultant /consultancy team will have to ensure its own health and accidental insurance.
