Orbis International is a non for profit organization that works in developing countries to save sight worldwide. Orbis prevents and treats blindness through hands on training, public education, improved access to quality eye care and partnerships with local health care organizations.  Since 1982, Orbis has carried out programs in 90 countries enhancing the skills of more than 300,000 eye care professional and provided treatment for 1.8 million blind and visually impaired people. Orbis began collaborating with Vietnamese eye sector in 1996 and opened the office in Vietnam in 2003.

To support the organizational transformation towards a high performance organization, and the expansion of Orbis’s programs in central of Vietnam, we are seeking a dynamic highly qualified candidate to join our country office in Vietnam as Field Coordinator with detailed qualifications as outlined

DUTY STATION:  This position will be based in Hue City with frequent travel to the project sites in Thua Thien Hue, and Binh Dinh provinces and occasional visits to Ha Tinh, Quang Binh, Quang Tri, Quang Ngai, Phu Yen, Gia Lai, and Kontum.

TYPE OF CONTRACT:
This is a project-based contract (October 2014 – Dec 2018) with the possibility to rotate into other new projects of Orbis International in Vietnam.

SUPERVISEE:        Project Assistants

JOB SUMMARY:

The purpose of the Field Coordinator position is to manage and coordinate the activities of Orbis’s projects implemented in the central region of Vietnam from Oct 2014 to Dec 2018.

S/he will maintain close cooperation with partners and institutions to ensure effective implementation of the agreed activities and delivery of outputs in a timely manner and be accountable for the implementation of the project activities and achievement of project results.

ROLES AND RESPONSIBILITIES:

  • Preparation of the Annual Work Plans and detailed budget in consultation with project partners and ORBIS technical and program team
  • Monitoring of project progress to ensure that it is in accordance with the timetable set out in the Project Plan and the timeliness and quality of all Project outputs
  • Work with ME staff and the partner to ensure strong M&E systems are in place for the development of project monitoring systems, and project evaluations including baseline, mid-term and end-of-project.
  • Provide substantive advice and share best practices and lesson learned on key issues in the project area (e.g: capacity development, quality of health care service, supportive supervision, COPE, and health care referral network, community mobilization, etc )
  • Draft terms of reference for consultants and other parties (firm/consultants, sub-contractors). Supervise and coordinate the implementation of consultancy service and other technical support resources needed for program-related activities.
  • Coordination of meetings, training sessions, conferences, surveys, and public promotion of projects
  • Maintaining good cooperation and coordination between project partners and other relevant stakeholders.
  • Preparation for the timely submission of all project reports.
  • Support the partners in following up with the recommendations from monitoring visits of Orbis International, external audits (if any), mid-term and final evaluation of project.
  • Timely updates, reports on project progress and consult with supervisor and Orbis Vietnam staff as appropriate.
  • Join with program team to actively participate and provide input for the development of new projects and country multiyear plan and country long-term strategy
  • Supervision, coaching and carrying out periodical performance review for the project assistants
  • Perform other duties as required

REQUIREMENTS:

  • University degree in Public Health, Medicine, Development, or related field; Advanced Degree is an asset.
  • At least eight years of experience in managing international or domestic projects/ programs in the field of public health, preferably with INGOs, or other international agencies 
  • Excellent verbal and written English
  • Good teamwork and interpersonal skills, ability to work well within a team environment.
  • Passionate, dynamic, proactive individual with an ambition to succeed
  • Willingness to travel in rural areas extensively is essential
