National Early Child Care Development (ECCD) Officer cum Education Cluster Officer for Northern Region

World Vision International – Vietnam (WVV) invites Vietnamese competent candidates for the following position:

National Early Child Care Development (ECCD) Officer cum Education Cluster Officer for Northern Region (Hung Yen, Hoa Binh, Yen Bai), work base: Hanoi or relevant northern provinces.

WVV employs about 450 staff, of which 99.5% are Vietnamese nationals.

WV Vietnam has 43 Area Development Programs (ADP). ADP is a 10-15 year community development program that is an integrated approach to community development, emphasizing the process of community participation, ownership and sustainability, while addressing the macro and micro causes of poverty. WVV’s ADPs focus within one administrative district of a province which usually populated by ethnic minority people with very high rates of poverty.  

Early Childhood Care and Development (ECCD) plays an extremely important role in the strategic development of future human resources of a country. The early years are critical in terms of children’s long term development and also the earlier that attention is given to the child’s developmental progress, the more likely that problems can be prevented. ECCD combines elements from the fields of child development, early childhood education, infant stimulation, health and nutrition, community development, parent education, women’s development and economics. Unfortunately the investment in ECCD activities in Vietnam, particularly in rural areas is in the critical shortage, which is obviously shown in the poor system of the kindergarten and child care services. Therefore, responding to ECCD need in rural area is one of WVV’s key strategic directions toward the child well-being improvement.  

Purpose of the position:

To support WV Vietnam in improving the quality of and access to preschool education/ ECCD  supported by WVV in order to promote the optimal physical, emotional, social, psychological, and cognitive development of children aged 0 to 5 years.

The position is responsible for technical support to the ADP, including expanding and mainstreaming ECCD best practice models, improving the capacity of local partners, and documenting and disseminating ECCD models and materials.

To provide technical support to the ADPs/ Projects in the assigned cluster (Hoa Binh, Hung Yen, and Yen Bai provinces) to achieve their education project goals and strengthen capacity of education project staff.

Requirements:

  • Bachelor degree in Education/ECCD or related fields
  • Conceptual understanding of and commitment to development work, especially Christian, child-focused, community-based development concepts, approaches and processes;
  • Demonstrated understanding of the needs of children ages 0-5, their caregivers, teachers, and local stakeholders;
  • Demonstrated empathy and positive attitude towards children ages 0-5, their caregivers, and other stakeholders;
  • Good English skills;
  • Good computer skills in Word, Excel, PowerPoint and email.
  • Experience in community development or with NGO.
  • Experience of implementing and/or managing programs for children 0-5;
  • Experience of managing projects, including project design, monitoring and evaluation (i.e. preparation of documents and reports for external dissemination).
  • Experience of and demonstrated ability to effectively network with a diverse range of organizations and government bodies
  • Experience with ethnic minority communities
