World Vision Vietnam (WVV) invites competent Vietnamese candidates for the following positions

1.    PROJECT ASSISTANT - Capacity Building cum Monitoring & Evaluation (2 positions), based in Van Yen district, Yen Bai province, and in Yen Thuy district, Hoa Binh province.

Area Development Program (ADP) is an approach to child focused development, emphasizing the process of community participation, sustainability, and integrating activities in the areas of food security, agriculture, micro-enterprise, health, nutrition, education, water, and sanitation.

Main Responsibilities:

This position supports WV Vietnam in improving the quality of ADP’s Leadership Development Project, which helps improve the capacity and participation of the Commune Project Management Board, Hamlet Facilitator and Village Development Board on project management, and improve Design, Monitor and Evaluation (DME) system of the ADP in line with LEAP standard.

This position assists the ADP Manager in designing and developing project plans, monitoring the implementation of project activities to achieve stipulated objectives.

Requirements:
•    Bachelor degree, preferably education, public health, community development, social work and/or business administration.
•    At least 1 year working experiences in community development.
•    Basic knowledge and understanding of key aspects of development work; including health, education, economic development, HIV and AIDS programming, food security, cross-cutting themes (e.g. gender, child protection, environment, disability).
•    Knowledge and work experience on Monitoring & Evaluation and management of information systems is preferred.
•    Experience in program implementation, community mobilization and participatory approach would be an advantage.
•    Experience in capacity building for local stakeholders/partners.
•    Good skills in training and capacity building.
•    Basic English skills with good reading skills.
•    Solid computer skills in Word, Excel, PowerPoint and email.
•    Ability to think critically and reflect.
•    Commitment to work with and learn from poor people, especially children
•    Work at district level.

2.    PROJECT ASSISTANT – End Trafficking in Person Program (ETIP) based in Tran Yen district, Yen Bai province.

ETIP Program Goal: To contribute to the mitigation of the human trafficking problem in the Greater Mekong Sub-region whereby increasing numbers of people are safe from the trafficking threat, survivors are provided with appropriate protection services leading to integration back into society, and government policies provide greater protection to the vulnerable and to victims.

The program will be integrated in Nong Son, Tran Yen and Huong Hoa ADPs. The program has one manager, 3 pillar coordinators (Prevention pillar, Vitim Protection pillar, and Policy Advocacy Pillar) and one Financial Officer who are based at the national office. The program works in closure support and management from the responsible ADP managers and ETIP field staff based at the ADP level.

Main Responsibilities:

This position assists the Pillar Coordinators and ADP Manager in planning, implementing, monitoring and evaluating ETIP program activities within the ADP for achieving the goal, outcomes, and outputs in the ETIP design document and logical framework, particularly related to anti-trafficking, covering prevention and protection, advocacy aspects at local level

Requirements:

•    Bachelor degree, preferably social science and/or related fields.
•    At least 1 year of relevant work experience.
•    Conceptual understanding of and commitment to development work, especially Christian, child-focused, community-based development concepts, approaches and processes;
•    Community mobilisation skills, including networking/coordination among different local partners;
•    Demonstrated training and group facilitation skills;
•    Good time management and organizational skills;
•    Good interpersonal and communications skills; 
•    Fair English, especially report writing and reading skills;
•    Good computer skills in Word, Excel, Power point and email;
•    Work at district level.

3.    BOOKKEEPER/ FINANCE OFFICER (1 position) to work for the Capacity Improvement Project in Phu Cu district, Hung Yen province. Contract duration: 1 year.

The project supports the VDB operation and then they will support CBOs in their village toward CWB. By increasing capacity of local mobilization, institutional capacity and strengthening support environment, the CBOs will design the activities to address the difficulties that villages facing.

The project also focuses on the current groups/clubs to strengthen their structure, operation’s regulations and enrich their activities to ensure their sustainability. This will be the pilot model and documented for sharing among World Vision Vietnam later on.

Main Responsibilities:

•    The position supports WV Vietnam to maintain high standards of financial stewardship.
•    The position assists the Project Officer in charge in maintaining the books of accounts and other financial records of the Project and adhering to the financial standards of World Vision financial system to ensure accountability.

Knowledge, Skills and Attitude Required:

The following knowledge, skills and abilities may be acquired through a combination of formal schooling, self-education, prior experience, or on the job training:
•    A College or University graduate in any field (preferably in the field of accounting, finance/ business administration).
•    Average knowledge of and work experience in accounting.
•    Computer literacy, particularly use Microsoft Word and Excel.
•    Average written and oral communication skills in English and Vietnamese.
•    Good interpersonal skills, especially with rural mountainous tribal children and grassroots people.
•    Ability to function well in a team environment.
•    Experience in working with NGOs or a good understanding of community development is helpful.
•    Work at district level
