Junior Project Manager cum Translator

he Rosa Luxemburg Stiftung (RLS; www.rosalux.de) originated from the registered association "Social Analysis and Political Education" founded in Berlin in 1990. In 1996, it was recognised by the Party of Democratic Socialism (PDS) as its close political education institution. The Party of Democratic Socialism transformed itself into “PDS/Linkspartei”, later renamed itself into “Linkspartei” (Left Party) which is one of two parties in Germany that formed the new party “Die LINKE” (“The Left”) in 2007. RLS has become a provider of civic education and a centre for progressive social research in both Germany and throughout the world. As one of six party-affiliated political foundations in Germany it supports partners in developing countries striving for social justice, strengthened public participation and economic development. In February 2009, the People's Aid Coordinating Committee (PACCOM) granted the licence for the representative office for Vietnam in Hanoi.

In Vietnam, RLS (www.rosalux.vn) embraces the mission of assisting Vietnam’s transition to a market economy with socialist orientation embedded. Currently, it is cooperating with approximately 20 partners (e.g. Hanoi University of Social Sciences and Humanities; Vietnam Union of Friendship Organizations; School of Law under Vietnam National University Hanoi) by funding around 20 projects (including one in Cambodia) on three themes of Sustainable development including Climate change, Social justice, and Dialogue on development models.

Position Concept:

The junior project manager cum translator is responsible for assisting the RLS Representative Office Vietnam and its cooperation partners in supporting cooperation projects with a special focus on monitoring a smooth implementation of these projects. S/he is in charge of managing, compiling and editing project related knowledge, data and information. The junior project manager cum translator assists the director and other RLS staff in verbal and written translations. S/he works in close contact with the director, project, office and finance managers of the RLS office.

Responsibilities:
- Compiles and edits documents of projects and the RLS office in coherence with RLS knowledge management, corporate design and public relations standards;
- Provides verbal and written translations of project-related information from Vietnamese to English (and/or German) and vice versa;
- Accompanies the director and other RLS staff during events, filedtrips and other missions for the purpose of assistance with translations and/or monitoring and evaluation tasks;
- Manages day-to-day operational aspects of project and knowledge management with RLS cooperation partners and RLS project and office managers;
- Ensures project documents are complete, up-to-date, and filed appropriately;
- Writes project, event and fieldtrip reports;
- Assists the project managers in monitoring, evaluation as well as quality assurance procedures;
- Assists internal monitoring missions and supports external monitoring and evaluation missions;

- On request of the director, participates in conferences, workshops, seminars, and trainings as the substitute of the project or office managers;
- Suggests areas for improvement in internal processes along with possible solutions;
- Creates friendly and trustful partnerships with RLS’ cooperation partners and other partners, seeks for advise of the director if problems arise.

Professional and personal qualifications:

- Diploma in Communication Studies or Journalism, Foreign Languages; Public Administration, Project Management, Development Studies, Social Sciences,
- At least one year professional experience in public relations, communication and/or translation work, experiences in project management are an asset;
- Professionalism in communication, report writing as well as compiling and editing documents;
- Fluent in English, German is an asset;
- Familiar with MS Office and other computer programs assisting websites, project management and project accounting;
- Understands how to communicate difficult/sensitive information tactfully;
- Willing to learn, team-oriented and highly communicative;
- Convenient to work in an international and diverse environment;
- Well-developed presentation skills.

Assignement:

The junior project manager cum translator:
Reports to: Director of RLS Vietnam
Is substitute for: Project managers of RLS Vietnam
Will be substituted by: Project managers of RLS Vietnam
The position will be offered to the selected candidate beginning from 01 October, 2012. The contract will be limited for one year, including a two months probation time. Based on a positive evaluation of the performance of the junior project manager cum translator RLS will consider an extension of the contract.
