Programme Officer in Governance

The Embassy of Denmark is seeking a Programme Officer in the area of good governance.

Denmark provides support to a number of governance related programmes including justice sector reform, public administration reform, public financial management reform, human rights education and research, and the fight against corruption

The new Programme Officer will contribute to the further development and consolidation of this comprehensive agenda with a focus on justice and legal sector reform.

The new Programme Officer should be flexible towards the assignment of new tasks in accordance with emerging and changing priorities of the Embassy.

Responsibilities and tasks

The Programme Officer will be part of the Embassy’s Governance team and will:
- Contribute to the development of Denmark’s engagement in the area of governance in Vietnam with a focus on justice and legal sector reform.
- Oversee the implementation and progress of relevant programmes, with a focus on the Justice Partnership Programme, including budget and expenditure control and dialogue with partners and technical advisers on work plans as well as  financial and narrative reporting
- Monitor, assess and report on governance related developments in Vietnam, with a focus on justice and legal reform and civil society developments
- Support the Embassy’s policy dialogue and communication efforts in the area of governance with a focus on justice and legal sector reform.

Qualifications

The following key qualifications and skills are required for the position:
- A Master degree in law, social science, international relations or similar relevant subjects;
- At least five years of experience with development cooperation, preferably with both a programmatic and an analytical focus;
- Good knowledge of and experience with the international and Vietnamese governance agenda, with a focus on justice and legal reform and institutions and civil society;
- Excellent analytical, writing and communicative skills;
- The ability to negotiate and coordinate directly with relevant Vietnamese and international partners, including good interpersonal skills.
- The ability to work independently and in teams;
- A high degree of professional ethics and personal integrity;
- The ability to work under pressure;
- Fluent in Vietnamese and English, written and oral.

Terms of Appointment

The Programme Officer will be appointed according to regulations of local staff at the Embassy of Denmark with an expected starting date of 1 August 2012 or soonest after. The salary will be based on experience and qualifications.
