German Agency Supports Vietnam in Paris Agreement Implementation

The German Agency for International Cooperation (GIZ) and the Ministry of Agriculture and Rural Development (MARD) on October 22 launched the “Support to Vietnam for the Implementation of the Paris Agreement” (VN-SIPA) project, state media reported. The project aims to help Vietnam perfect legal framework, enhance capability, and get ready to carry out tasks in the Paris Agreement, contribute to updating Nationally Determined Contributions (NDC) per domestic and international contexts, and pilot some tasks in reducing greenhouse emissions in response to climate change, said Ms. Nguyen Giang Thu, deputy head of the MARD’s Department of Science, Technology, and Environment. Besides, the project will contribute to building and deploying the NDC plan in the agriculture and rural development, boosting the implementation of the Paris Agreement in the sector, said Mr. Pham Van Tan, deputy head of the MARD’s Department of Climate Change. The project will focus on six tasks of (i) enhancing the capability of building, reviewing, updating, and deploying NDC and Paris Agreement, (ii) improving the legal framework in carrying out Paris Agreement and integrate NDC into infield strategies, (iii) piloting the application into biodiversity systems in Ha Tinh and Quang Binh provinces, (iv) building greenhouse emission reduction activities per Nationally Appropriate Mitigation Actions (NAMAs), (v) boosting the coordination over projects within the International Climate Initiative (IKI), and (vi) enhancing technical assistance capability. The MARD will work with relevant ministries and agencies to complete the project by 2023. In the past time, the German government, via the GIZ, has supported Vietnam in building key documents related to climate change response, including the Intended Nationally Determined Contributions (INDC), the enforcement plan for the Paris Agreement, and the integration of the climate change response strategy based on biodiversity.
