Project Officer-Watsan Project

CARE International in Vietnam is seeking an experienced and qualified person to fill the position of Project Officer for the project “Water and Sanitation for Rural Poor in the Mekong Delta”. This project presents an innovative approach to water and sanitation service delivery in poor and remote villages in the Mekong Delta.  It will increase the number of poor households who invest in water and sanitation facilities by identifying and marketing affordable technical solutions; supporting hygiene and sanitation behavior change; and establishing integrated village level water and sanitation plans. Better access to water and sanitation will improve the health and productivity of poor rural men and women and contribute to a sustainable reduction of poverty in the target communities.

Position information:

Position title: Project Officer-Watsan Project
Contract period: from start working day to 30 September 2011
Base in: Soc Trang with travel to project sites as required

Position Summary:
- To ensure the effective monitoring construction works on a sustainable basis, and monitoring water quality of drilled wells, conducting monthly reports where related and ensuring proper technical construction procedures.
- Responsible for implementing water and sanitation for school projects funded by private donors to Soc Trang province

Duties
1. Support programmatic management of the program project

a) Prepare reports on project activities and financial expenditure in agreed formats.
b) Manage project expenditure in accordance with CARE in Vietnam rules and procedures to ensure that expenses from the project activities remain within agreed limits and project resources are used as efficiently and effectively as possible.
c) Liaise with project consultant organisations, local government agencies and local program project partners at all levels to obtain active support for the project activities.
d) Maintain close working relationship with the CARE in Vietnam project team in all project activities.
e) Keep close working relationship with local project partners.
f) Support partners at all levels to implement the IEC programs and the integrated WATSAN village plans.
g) Assist the VWSC in supervising construction on site.
h) Provide input to program project monitoring and evaluation systems.

2. Financial, administrative and human resources management of the sub-project
a) Assist the Provincial Project Coordinator in preparing and managing budgets, costed work plans, etc.
b) Provide assistance in arranging meetings and training event at all levels.
c) Provide assistance in arranging and attend social events at all levels.
d) Facilitate and support the work of external consultants and interns.

3. Monitoring and evaluation of the sub-project
Assist the Provincial Coordinator in preparing regular progress reports and other reports to CARE and the Provincial Project Committees as required.

Selection Criteria
1. University diploma in construction studies or Bachelor of science
2. Minimum two years of work experience in the field of construction.
3. Experience working with rural community
4. Other skill required is problem solving
5. Proficient in MS Office applications (Excel, Word and PowerPoint)
