Job purpose: To ensure that the project financial and accounting work operate in a smooth and economical manner, the project bidding process strictly observe UNDP and Vietnamese government rules and regulations. The incumbent also assists NPM in ensuring that the human resource management, including the implementation of policies and regulations for long-term and short-term staff (employees), comply with the Government laws and UNDP rules.

Duties and responsibilities

1. Be responsible for the project accounting and financial management, ensuring adequate project financial resources, reasonable and transparent delivery, and observance of existing rules and regulations of the government as well as the donors. Specifically:
a. Be responsible for developing the budget expenditure plan according to the rules; preparing quarterly financial forecasts; requesting quarterly advances; in coordination with UNDP staff, reviewing and making project budget revisions periodically and when required.
b. Prepare budget estimates for all project activities, conferences, training courses; verify, settle and register all project invoices and receipts according to UNDP financial rules.
c. Synthesize project expenditures, prepare periodical and ad hoc financial reports as requested by UNDP and government agencies; perform VAT and PIT refund formalities.
d. File all financial documents and books and be prepared to work with audit agencies or financial inspectorate as required.
e. Guide and update central and local PMU staff with accounting and financial formalities.
f. Ensure sufficient cash reserves for implementing regular and ad hoc activities.

2. Be responsible for ensuring the bidding of goods and services and selection of bidders and consultancies comply with the financial rules and formalities of the government and donors, namely:
a. Serve as focal point for collecting equipment procurement and bidding needs from different components and develop the annual project equipment procurement and bidding plan.
b. Provide guidance to and ensure that project staff carry out the bidding processes according to UNDP rules.
c. Coordinate with component consultants or coordinators in developing TORs (resources part) and preparing invitations to bid (ITBs) for procurement packages and consultancies and services hiring, to ensure the compliance with the rules and requirements of UNDP and the government.
d. Attend project biddings as secretary and provide advice on financial aspects and evaluation and bid selection formalities, to ensure the implementation comply with the government and donor’s rules and regulations.

3. Assist NPM in human resource management:
a. Take the major responsibility in developing the comprehensive project recruitment plan and organizing the recruitment of project staff and consultants (short-term and long-term), in coordination with the APM and component staff.
b. Ensure that the salary and benefit payment formalities for project staff comply with the rules, including the insurance formalities as regulated by the government and UNDP. Provide advice to project staff and consultants in this regards to ensure their benefit.
c. Assist NPD and NPM in the performance evaluation of project staff and consultants: develop proposed individual report formats, staff assessment policies, incentive policies for project staff;
d. Develop a training plan for project staff and organize the implementation of the approved plan;

4. Perform other duties as requested by NPM.

Qualification requirements
- University degree in economics. Specialization in accounting and/or finance is an advantage;
- Minimum of 3 years experience in accounting. Accounting experience with development projects and  especially with UNDP projects is an advantage;
- Knowledge of government and/or UNDP bidding regulations;
- Fluent command of English (reading, report writing, speaking);
- Possessing accountant’s mandatory qualities: accuracy and carefulness;
- Solid understanding of Labor Code, VAT and PIT laws as well as existing regulations of the government and UNDP;
- Experience in human resource management would be an advantage;
- Work planning and implementation skills;
- Computer skills, particularly accounting software;
- Independent and team working skills;
- Communication skills;
- Problem solving skills.
