They are looking for an experienced and dynamic Vietnamese citizen to fill the following position:
TITLE: VIETNAM FINANCIAL AND ACCOUNTING OFFICER

The post offered is 6 months contract, maternity leave replacement. The position is based in Hanoi.
Start date: June 2012
The Role: to oversee Oxfam-Quebec (OQC) in Vietnam financial, accounting and administration management.
Report to: Oxfam Quebec’s Regional Representative and Country Manager
KEY RESPONSIBILITIES
Accounting:
- Prepare payment voucher / receipt in cash and bank transfer request for Regional Representative approval for payment;
- Ensures proper records keeping and internal controls (e.g. checks for the conformity of expenditures and ensures that all invoices are correctly coded in due time );
- Ensure accounting data entries are done on a weekly basis;
- Prepare monthly accounting report for Head Quarters, and make sure that required financial documentation is sent on time;
- Oversees and verifies program financial: fund receipts for projects; partners’ advance and disbursement; checking justification documents from partners to ensure that all expenses follows OQC guidelines;
- Manage OQC’s petty cash;
- Responsible for answering all financial questions raised by donors and HQ;
- Ensures that relevant financial & accounting information is given to the Regional Representative
Financial management:
- Monitor annual budget in collaboration with the Regional Representative: update monthly office and other related expenses;
- Prepares monthly fund request to Head quarter;
- Ensure all financial transactions are adequately authorized and documented;
- Prepare monthly payroll for employees and ensure payments and reporting to government agencies (Dipserco, Tax Department);
- Liaise effectively with the Finance/Accounting Department in HQ;
- In collaboration with the Country Manager assists logistics issues if required;
SKILLS AND COMPETENCE
Job Specific Competencies
- Qualified Accounting ability with minimum degree in Accountancy /Finance/Trade or equivalent
- At least 5 proven years of work in accounting. Experience in accounting for the international NGO is an advantage
- Sound knowledge of Vietnamese Accounting Standard and tax laws
- Ability to speak and write in English fluently is a must. Ability to speak and write French is an advantage
- An organized person with great attention to detail, an independent & problem solver who is able to multi-task and meet tight datelines

Gross Annual Salary Range: 6,600-11,880$ USD per annum depending on qualification and experience
