WORK CONTEXT / BACKGROUND:
World Vision is a Christian relief and development organisation working to create lasting change in the lives of children, families and communities living in poverty. World Vision serves all people regardless of religion, race, ethnicity or gender. As a child-focused organization, WV’s work focuses on children, ensuring they are protected and their basic needs are met. WVV has a total income of around US$ 19,000,000 (FY16) with funding from 16 support countries in Europe, Asia, the Americas and Australia. Funding of WVV consists of sponsorship program funding (70%) and PNS/grants (30%). WVV employs about 450 staff, of which 99% are Vietnamese nationals.
In FY17, World Vision Vietnam is implementing 38 Area Development Programmes (ADPs) which operate in 5 zones: North (Hung Yen, Hoa Binh, Hai Phong and Dien Bien), Yen Bai – Tuyen Quang, Thanh Hoa, Central & Highland (Quang Tri, Quang Nam – Danang) and South (Quang Ngai, Binh Thuan, Ho Chi Minh, DakNong). WVV’s ADPs focus within one administrative district of a province which usually populated by ethnic minority people with very high rates of poverty. A uniqueness of WVV’s ADP approach and structure is that team members are based at district level where the ADP is located, which enables them to work closely with government partners and communities on a daily basis. Beside the ADPs, WVV is also implementing different Special and Grant Projects to meet the specific needs of vulnerable children in both ADP and non-ADP areas.
Although Vietnam is not a high risk country according to the Partnership risk assessment results, it is mandatory for a NO like WVV to appoint the position of Security and ERM Officer to ensure security of WVV Office, safety of all staff at both national and ADP level; and also safety of WVV assets and properties.
PURPOSE OF POSITION:
1. To act as a focal point person to ensure that the safety, security and protection of staff is appropriately addressed within the country context and where World Vision Vietnam operates, particularly in insecure complex humanitarian environment. To seek to minimize personal and operational risk in WVV programs and for WVV staff through identified security initiatives and standards.
2. To support Senior Management in ensuring that effective security measures for WVV programs are both appropriately planned for and addressed within the national context. Lead in the optimization of organizational security and the mitigation of operational risks for ministry effectiveness by establishing security systems and mechanisms for institutionalizing an organizational culture and practice of safety and security.
3. To facilitate the Enterprise Risk Management (ERM) process within WVV, taking the lead in rolling out and supporting the development and training of an Enterprise Risk Committee, guiding the development, monitoring and maintenance of a Risk Register, and supporting the process of managing strategic-level risks in the National Office.
MAIN RESPONSIBILIY:
1. CORPORATE SECURITY
- STRATEGY AND PLANNING
- Ensure Core Security Requirements (CSR) are implemented and regularly advise senior management of any gaps or ongoing issues with respect to CSR compliance.
- Regularly review and update security plans and documents of WV Vietnam
- SECURITY OPERATIONS
- Conduct Security Risk Assessments (SRA) as required/directed
- Act as a point of contact for all safety and security related incidents, providing immediate support and coordination during and post incident
- Provide input and support to management in crisis situations and critical incidents
- EXTERNAL LIAISON
- Represent WV Vietnam at national/local level security related meetings and ensure information is disseminated to relevant staff.
- Build ongoing networks for sharing security information and coordination with authorities, partners and others
- CAPACITY BUILDING AND TECHNICAL TRAINING
- Coordinate with the Regional Security Director in the assessment, development and implementation of the national office capacity building plan for security management based on local security risk assessments.
- Seek to develop a culture of security awareness and monitor staff compliance.
- REPORTING AND DOCUMENTATION
- Provide monthly security reports to the Regional Security Director/National Director
- Ensure that all security incidents are reported in accordance with WV Security Policy.
2. ENTERPRISE RISK MANAGEMENT
- Coordinate internal process
- Act as source of expertise and guidance
- Facilitate meetings and prioritization process
- Closely collaborate with Internal Auditor to have key risk treatment.
- Coordinate with Regional Risk Prime to ensure the compliance in the National Office as necessary.
- Cross-check with Security Risk Assessment (complementary)
JOB REQUIREMENT:
The following knowledge, skills and abilities may be acquired through a combination of formal schooling, self-education, prior experience, or on the job training:
- University graduate.
- 3 years professional Security or Risk Management experience.
- Working experience for International Organization.
- Good spoken and written English skills.
- Good interpersonal and communication skills.
- Have practical knowledge of tools, mechanisms and procedures for personal and organizational security, practical use of communications equipment
- Ability to implement and manage security polices in a humanitarian environment.
- Ability in designing and delivering security and safety training.
- Willingness to do multi-task, able to work effectively under pressure taking of independence of action when required.
