The Ministry of Home Affairs (MoHA) is assigned by the Government of Vietnam to implement a project for “Strengthening the capacity of Vietnamese Government’s agencies in accelerating and improving Public Administration Reform efficiency and effectiveness”. The project is funded by UNDP and other donors through One UN Fund. The main objective of the project is to support the implementation of the Public Administration Reform (PAR) Master Program and the Action Plan of the Government to carry out the 5th Resolution of the Party Central Committee (the Xth term) on “Accelerating PAR, improving public effectiveness and efficiency”. The project consists of 4 main components as follows: 1) PAR process management and policy development strengthened; 2) Alternatives public service delivery reforms assessed and piloted; 3) Local government reform; 4) PAR communication/information improved and PAR partnership strengthened.
In 2012, the Project will support the Department of Home Affairs (DoHA) of Da Nang City in designing software to manage results and database of civil servants’ performance based evaluation. This software runs online and is utilized by agencies responsible for civil servants’ performance based evaluation, information provision, database integration for civil servants’ performance based evaluation and formation of database of civil servants. Therefore, Da Nang DoHA would like to invite proposals from eligible bidders to provide the service described above. This assignment will be conducted in 90 days starting from the date of signing contract.
