We are looking for:
- Vacancy: Regional Monitoring, Evaluation, Accountability and Learning Manager (MEAL), Asia
- Based in: National within Asia
Main Responsibilities:
As a Senior member of the Asia Regional Programme Quality, Evidence and Impact team, you will be responsible for the provision of monitoring, evaluation, accountability and learning support to the Country Offices across the Asia region, focusing on Save the Children’s full spectrum mandate of humanitarian and development programming. You will be the most senior MEAL professional in the Region requiring high level of technical and emotional competency. You will specifically provide support through:
- Coordinating and/or supporting the development and roll out of SCI monitoring and evaluation, accountability and learning (MEAL) system and mechanisms for the regional office and for country offices across the region.
- When required, to step in as Humanitarian MEAL Manager or backstop in categorised responses.
- Ensuring the elements of quality programmes, as defined by the full spectrum Quality Framework (evidence based, learning agenda, thematic excellence, M&E, accountability), are integrated into the overall monitoring, evaluation and management of country programmes
- Assisting country offices to monitor and evaluate operational quality, using the Quality Framework essential standards, procedures, guidelines and tools
- Building capacity of CO in M&E, accountability and learning within the region, and to ensure the quality and sustainability of the systems put in place
- Adapting MEAL relationships and support tasks to address the needs of a wide range of stakeholders in both development and humanitarian contexts including Country Office MEAL staff, country office programme and humanitarian managers, Country Office Senior Managements, Save the Children Members and Thematic Experts.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.
Key Competencies:
Essential
- Degree in relevant field. A degree in relation to monitoring and evaluation (e.g. in knowledge management, evaluation, etc), international development, or in one or more of Save the Children’s thematic areas (e.g. education, public health, nutrition, child protection, child rights and emergency response) is considered a plus.
- Substantial MEAL experience, with experience of working within a complex and matrix organisation structure and in both development and emergency contexts
- Substantial MEAL training and capacity building experience preferably in large transition environments and with varied audiences
- Successful track record of implementing effective MEAL systems, including experience in quantitative and qualitative data collection and management
- Experience in child-focused programming
- Experience of supporting and developing programmatic staff with different backgrounds and expertise
- Experience of building personal networks at field and senior levels- strong team player
- Culturally sensitive, with highly developed interpersonal and communication skills including influencing, negotiation and coaching
- Proven analytical and problem-solving skills to understand the range and content of humanitarian and development programmes and provide practical solutions to operational challenges
- A flexible and initiative-taking, proactive, inspiring attitude with the ability to manage and prioritise and unpredictable workload, including the ability and willingness to change work practices and hours in the event of major emergencies
- Fluency in English, with strong written and verbal communication skill

- Willingness to travel within the region to Country offices for at least 50% of time.
