FHI 360 is currently implementing programs to address HIV prevention, testing, and treatment; combatting trafficking in persons; tuberculosis case finding and treatment; clinical research; anti-microbial resistance; health system strengthening; non-communicable diseases; maternal and child health and nutrition; and diagnostic and laboratory services.
We are currently seeking qualified and highly motivated Vietnamese candidates to fill in the Project Lead position for the Fleming Fund Country Grant for Vietnam - Tackling Antimicrobial Resistance in Vietnam, based in Hanoi.
Project Description:
FHI 360 seeks a Project Lead for the extension period of the Fleming Fund Country Grant for Vietnam - Tackling Antimicrobial Resistance in Vietnam. The Country Grant will address critical gaps in surveillance of antibiotic resistant bacteria in Vietnam. This grant will support implementation of national plans for antimicrobial resistance (AMR) surveillance, and will focus on selected number of AMR surveillance sites in the human health (HH) sector and support to the animal health (AH) sector. We will work closely with local entities that are already involved in AMR/AMU surveillance, oversight and improvement activities, local and national Technical Working Groups, national and regional reference laboratories for human and animal health, other government and national and international non-government stakeholders, and Mott MacDonald, the Fleming Fund Management Agent.
Job Summary / Responsibilities:
The Project Lead will utilize his/her technical capabilities in public health program management, infectious disease epidemiology and/or surveillance to help the project to implement, monitor and evaluate AMR/AMU resistance surveillance activities that are set out to improve laboratory capacity, policies, strategies, plans and systems for infection prevention and control. The position is expected to continue to build and engage in the already existing collaborative relationships with project staff and internal and external clients and partners. The Project Lead will bring innovative ideas, methodologies and approaches to problems associated with AMR and infectious disease surveillance and response in the global setting. Specific responsibilities will include:
- Serve as the project leader, manage the implementation of the HH project activities and oversee the AH activities as per timeline and budget approved by the donor and in compliance with the management agent requirements.
- Lead development of monitoring plans and progress reports, and track development of deliverables for timely submission to donor.
- Represent the Fleming Fund Vietnam project and serve as contact person in country for FHI 360 Vietnam management, national leaders, the Fund Management and other government and non-governmental stakeholders.
- Lead, manage and supervise the project team: Senior Technical Specialist-Animal Health, Senior Specialist-Surveillance and M&E, and Project Manager.
- Oversight and accountability of the program activities, budget, finances and administration
- When required, lead the program design by working closely with national leaders, human and animal laboratories, and human and animal health representatives of the National Government
- Serve as HH technical lead to guide and implement activities to strengthen and improve management and quality of services, including capacity building of reference and surveillance laboratories and high level coordination and representation with key stakeholders, donor and other partners
- Provide technical assistance to the AMR committee and the One Health and AMR/AMU TWG, participate in TWG meetings and share surveillance findings and recommendations.
- Lead the process to prepare and submit AMR/AMU-related data and report as per the national, regional and global standard and requirements
- Provide technical assistance to provide evidence-based recommendations to further AMR/AMU surveillance and for AMU-related policies, strategies and plan
- Lead, manage and coordinate the planning, implementation, and monitoring of activities to strengthen AMR/AMU surveillance in humans and animals.
- Lead the project reporting and dissemination of achievements
Qualifications:
The suitable expert will be a senior public health professional with at least 10 - 15 years’ experience managing/directing projects, technically supporting HH laboratories and sector and one or more of the following technical areas: laboratory diagnosis of AMR, AMR/AMU surveillance management of microbiology laboratory, external quality assurance of data, disease surveillance within low and middle-income countries, health system strengthening in low and middle-income countries or public health. Experience working in a senior position of a major international development project is desirable. Experience working with government particularly Ministry of Health and international non-governmental organizations, or bi- and multi-lateral agencies or UN agencies is a clear advantage. In addition, the following knowledge and skills are required:
- Ability to communicate and coordinate with government, and national and international non-government stakeholders, and UN agencies.
- Ability to work efficiently and effectively in an IT environment.
- Strong coordination, communication, and interpersonal aptitudes
- Fluency in English
- Sensitivity to cultural differences and understanding of the ethical issues surrounding research and surveillance
