Background:
The Binh Dinh Sustainable Rural Livelihoods Project - Linking Poor Rural Households to Markets, whose Executing Agency is Binh Dinh Provincial People’s Committee (PPC) is implemented by the Binh Dinh Department of Agricultural and Rural Development (DARD) and funded by the New Zealand Aid Program (NZAP).
Project Goal: the overall goal of the project is to contribute to improved livelihoods by enhancing the competitiveness of the agricultural and rural development sector in Binh Dinh province; strengthen the capacity of provincial institutions and agri-business sector to implement market-led rural development activities to provide sustainable economic social and environmental benefits to poor rural households.
The project implementation takes a program approach in order to enable the phasing and timing of investments to match the development of skills and changes in the environment for adoption of interventions based on the likelihood of success of each intervention. A Facility Funding mechanism has also been established to allow flexibility in financial management since all project activities were not identified in the Project design. Based on sound analysis and experience in the first implementation phase, detailed expenditure plans are outlined in each year’s AWPB.
Description of Duties
The National Trainer will be expected to undertake the following specific duties:
(a) Farm Business and Investment Planning Training
Develop the training modules for delivery to all PIT members and other DARD staff based upon the enterprise components of the Project, namely increasing the productivity of safe vegetables, coconut, beef and rabbit enterprises. The training will be delivered in June 2012 and will comprise the following modules: (i) the role of farm business planning; (ii) how to create a farm resource inventory; (iii) the sue of SWOT Analysis; (iv) Farm Business Management and Farm Transactions (including cash flow, income and accrual statements; balance sheets and value of operation); (v) Financial Statement Analysis; and (vi) introduction to Farm Business Planning spreadsheets (Excel). (Note: Examples used in the training must be based on the above enterprises and data from Case Study Households can be used for development of farm business models).
Output Deliverable: Training materials developed and trainings delivered to all PIT members. Training will be delivered in June 2012. There will be a pre- and post-training impact evaluation to determine the effectiveness of the training through assessment of the application of the enhanced skills of the PIT members and DARD staff. A Final Report describing the training activities, the outcome of the impact evaluation and recommendations on the need for further training.
(b) Agribusiness and Supply/Value Chain Training
Develop the training modules for delivery to all PIT members and other DARD staff linked to the previous training delivered in 2011 with practical field exercises based upon the SMEs being supported from Facility Funds, or SMEs that have submitted business plans for consideration for funding. The training will focus on (i) further review of priority sectors for value chain interventions; (ii) examination of the value chains for the selected SMEs and identification of opportunities for upgrading; (iii) consideration of matching supply and market opportunities for these SMEs; (iv) examples of application of SME analysis; (v) essential elements of feasibility studies and business plans for SMEs by comparison and review of those submitted for consideration for Facility Fund support.

Training will be delivered in August 2012 (by which time it is anticipated that several business plans will have been submitted by SMEs for consideration for Facility Fund support). There will be a pre- and post-training impact evaluation to determine the effectiveness of the training through assessment of the application of the enhanced skills of the PIT members and DARD staff. A Final Report describing the training activities, the outcome of the impact evaluation and recommendations on the need for further training.
Education: At least Master Degree in Agricultural Economics with specific training in agribusiness.
Experience: Demonstrated experience in the design and delivery of training programs and in the practical application of on Farm Business Planning/Investment Analysis, Agribusiness and Supply/Value Chain Analysis. Knowledge of national and provincial government systems and procedures and administrative networks; and proven experience in capacity building and supporting the implementation of rural development projects, including the mentoring of project implementation staff; at least 10 years working experience in agricultural sector in Vietnam; a sound understanding of smallholder production systems and experience of the application of an agribusiness approach to productivity enhancement; and demonstrated high quality planning and reporting skills.
Languages: Good verbal and written Vietnamese and English skills.

The selected consultant will be paid a daily fee (based on experience and education level based on UN-EU Guidelines for local costs in development cooperation within Vietnam) plus per diem and a small lump sum for local travels and incidentals.
