RE ADVERTISEMENT: NATIONAL IRRIGATION ENGINEER (NIE)
Lux-Development, the Executing Agency for Bilateral Co-operation financed by the Grand Duchy of Luxembourg, is assisting the Cao Bang Department of Agriculture and Rural Development to implement the project VIE036 “ Irrigation Cao Bang, Wise Use of Water and Agriculture” (WUWA).
VIE/036 WUWA started in 2015 and has a planned duration of five years. WUWA supports counterparts with innovative approaches as to improve on relevance, efficiency and effectiveness in irrigation investments and other infrastructure that support farmers in agricultural development.
The project VIE/036 WUWA has three result areas:
1. Agricultural Productivity – Optimized, diversified and more resilient agricultural production systems;
2. Access to Water – Increased water availability for agricultural production systems;
3. Improved Process – Producers and service providers are actively invested in the planning and management of agricultural production systems
Lux-Development is looking for candidate to fill the following position, (one year assignment, renewable):
National Irrigation Engineer (NIE):
The NIE is to contribute to the achievement of outcomes and outputs for result 2 on Access to Water and result 3 Improved Process where it concerns service providers and tasks linked to result 2. Specific tasks where the NIE is to advise, support and monitor:
- Rehabilitation, upgrading and expanding of irrigation schemes;
- Capacity development for commune prioritised, invested and managed infrastructure primarily irrigation schemes and rural roads;
- Participatory Local Investment and Appraisal process for irrigation schemes.
- Service delivery by offices/actors related to Participatory Irrigation Management;
Minimum Requirements:
- University degree in civil engineering of irrigation and rural infrastructure;
- At least 10 years of experience in preparation and monitoring of development investment in rural irrigation and infrastructure;
- Proven experience in capacity building for commune invested, implemented and managed infrastructure as well as facilitation of staff at provincial and district level in irrigation planning, implementation and quality assurance processes;
- Project planning and management skills appropriate to quality assurance system at rural level attaching to agriculture production investments
- Experience with participatory planning, environmental assessment, technical preparation, procurement, monitoring and supervision, mobilization of local groups in construction, and participatory irrigation management (O&M);
- Good standard of English is required both spoken and in writing. Experience in Cao Bang is an advantage.
- Excellent knowledge on government procedures is to be combined with good communication and networking skills as the position is geared towards facilitation counterparts towards better performances
