Request for CV submissions from National Experts/Specialists for positions of Two (02) National Experts to support the Department of Public Officials and Civil servants, MOHA to conduct survey and evaluate the current situation of civil servant structure and working position; and to study, develop a Proposal on Methodology of determining civil servant structure and working position
The Ministry of Home Affairs (MOHA) is assigned by the Government of Vietnam to implement a project for “Strengthening the capacity of Vietnamese Government’s agencies in accelerating and improving PAR efficiency and effectiveness”. The project is funded by UNDP and other donors through One UN Fund. The main objective of the project is to support the implementation of the PAR Master Program and the Action Plan of the Government to carry out the 5th Resolution of the Party Central Committee (the Xth term) on “Accelerating PAR, improving public effectiveness and efficiency”. The project consists of 4 main components as follows: 1) Public Administration Reform process management and policy development strengthened; 2) Alternatives public service delivery reforms assessed and piloted; 3) Local government reform; 4) PAR communication/information improved and PAR partnership strengthened.
With regard to the revised Annual Work Plan in 2011 approved by UNDP and MOHA, the project aims at supporting MOHA (Department of Public Officials and Civil servants) to study, develop and pilot the methodology of determining civil servant structure and working position. To facilitate the implementation of this activity, two (02) national consultants will be recruited.
Work duration: 90 days/each.
Work locations: in Hanoi and other locations, as required by project.
