TITLE: Local consultant to develop a frequently asked questions and answers handbook on common issues related to Social Health Insurance fund’s ARV treatment accessibility.

PROJECT: Global Health Supply Chain–Procurement and Supply Management in Vietnam

Project Overview: 

The purpose of the Global Health Supply Chain– Procurement and Supply Management (GHSC-PSM) project is to ensure uninterrupted supplies of health commodities in support of USG-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and USAID’s family planning and reproductive health program, and the Office of Maternal and Child Health and Nutrition. In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.

At the country level in Vietnam, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives:

• Global Commodity Procurement and Logistics
• Systems Strengthening Technical Assistance
• Global Collaboration to Improve Long-Term Availability of Health Commodities.

Background and Justification:

With the reduction of financial support from PEPFAR and Global Fund donors, the Social Health Insurance (SHI) Fund will become the most important funding source to ensure a sustainable and uninterrupted supply of ARV medicines to patients. The first procured SHI ARVs are expected to be available to health facilities in February – March 2019 and it is anticipated that the health facilities (hospitals) and HIV/AIDS patients will encounter issues and difficulties as the new SHI ARV mechanism is rolled out.

To ensure support is provided to patients and lesson learned from the roll out are summarized, GHSC-PSM will engage a local consultant to assist VAAC to collect questions, common issues related to SHI’s ARV drug supply and management from hospital and patient sides and work with relevant partners including VSS to determine possible root causes and to develop a frequently asked questions and answers (Q&A) handbook. This will be uploaded to VAAC/VSS website, utilized in health insurance related hotlines and disseminated to hospitals.

Purpose and Scope of work:

The local consultant will support VAAC:

• To develop a checklist for interviewing HIV/AIDS health care providers and HIV/AIDS patients;
• To collect problems and complains which HIV/AIDS health care providers and HIV/AIDS patients are encountering related to accessibility to SHI’s ARV services, consolidation of HIV/AIDS outpatient clinics, and SHI’s ARV supply management by visiting some hospitals selected by VACC and interviewing HIV/AIDS health care providers and HIV/AIDS patients;
• To collect questions and complains received via other channels such as hot telephone lines and e-mail;
• To work with relevant departments of VAAC and VSS to prepare answers and develop a questions/answer handbook.

Expected deliverables and timeline:  from 4 March to 30 May 2019

Qualifications:

• Bachelor’s degree in health science;
• Minimum two years’ experience in the HIV/AIDS sector, and with ARV treatment;
• Diplomacy, interpersonal and communications skills;
• Excellent analytical and writing skills
• Fluency in Vietnamese and basic English required;
• Experience working with the Vietnamese Ministry of Health a plus;
• Proficient in Microsoft Office

Estimated Level of Effort:

Up to a maximum of 240 billable hours (40 days) incurred within the timeframe stipulated above, no more than 8 of which may be billed on any given day. Additionally, the consultant may work a maximum of five day per work week, unless approved by the USAID in wring and in advance of the fact.

Location of Assignment

This assignment is expected to take place in Hanoi and the consultant may travel to some other provinces.

Supervision

The local consultant will report to GHSC-PSM Health System Strengthening Manager in Vietnam.
