REQUEST FOR EXPRESSION OF INTEREST for individual consulting services of International consultant to develop advanced ECE professional development modules; International consultant to develop e-learning for ECE training modules; International consultant to develop community-based ECE service model
The Vietnam School Readiness Promotion Project (SRPP) is financed by the World Bank and implemented by Ministry of Education and Training. The Project is seeking three international consultants including:
(i) an International consultant to develop advanced ECE professional development modules [1] for development and completion of advanced professional development modules for teachers and managers of preschools on innovation of content and methods of care and education for children, developing professional skills of ECE teachers and managers, to improve the quality of care and education of ECE; support MOET in accreditation, assessment of effectiveness of advanced modules, particularly for the poor development domains in children;
(ii) an International consultant to develop e-learning for ECE training modules [2] for development and completion of online training modules for teachers and managers of preschools towards innovation of content and methods of care and education for children, as well as developing professional skills of ECE teachers and managers, and improvement the quality of care and education of ECE; support MOET in accreditation, assessment of effectiveness of online training modules; and
(iii) an International consultant to develop community-based ECE service model [3] to develop, pilot Community-based early childhood education model for 0-3 year children in 4 different provinces in Vietnam
Eligible candidate will have the following qualifications: (i) Having Doctorate degree or higher in Early childhood education (ii) Fluent English speaking and writing. (iii) At least 10 year experience in working in ECE expertise; (iv) Familiar with procedures of working with World Bank funded projects. (v) Good communication and presentation skills; (vi) other qualifications as required in detailed TORs.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers” dated January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
