Program “Economic and Social Empowerment with gender perspective” Paz y Desarrollo (PyD) is a Spanish International NGO working in 14 countries around the word. PyD is supporting the implementation of a 4 -year Regional Programme on Economic and Social Empowerment with gender perspective in Vietnam, Cambodia and East Timor, hereinafter referred to as PyD Regional Programme. In Vietnam, the Programme will be implemented is Quang Nam province. The Programme aims to:
- Encourage local initiatives which promote employment and entrepreneurship, while gender disparity is alleviated through improving skills of local authorities and civil society.
- Promote rural development with local and gender approach, enabling fair distribution and control of resources.
- Promote Social Rights of vulnerable people through social justice initiatives on equality and non-discrimination, specially women
PyD Vietnam is looking for a qualified candidate to fill the position of Economic and Social Empowerment Programme Coordinator. She/he will be responsible for supporting or directly being responsible of the implementation of the PyD Regional Programme in Vietnam in line with Programme’s plan and PyD values, strategy and guidelines.

Reporting to: Country Representative in Vietnam
Coordinating: Economic and Social Empowerment team
4. Location: PYD in Vietnam – Hanoi with frequent visits to Quang Nam Province.
5. Duties and Responsibilities:
Programme strategic direction: Under the supervision of PyD Country Representative:
- Contribute to the strategic development of PyD Programme at both Regional and National levels.
- Prepare the Project quarterly, half year and annual work plans.
- Assess and analyse on Vietnam’s global and specific context and related local circumstances that may affect the direction of the program.
Partnership development and management
- This position will play a critical role in maintaining effective relationships with local partners, government authorities at different levels, donor agencies, the international community of organizations supporting economical activities local NGOs and other civil society organizations.
- Elaborate the detailed project work plan submitted by partners; check and plan the quarterly and annual project budget.
- Monitor, evaluate and support local partners in project implementation, such as planning, monitoring, coordinating and providing technical assistance.
Programme implementation
- Assist with the implementation of PyD Regional Programme in Vietnam, ensuring that appropriate technical standards are followed.
- Organize and lead the implementation of the PyD Regional Programme in Vietnam (in collaboration with the local partners). This includes setting up a Social Economic Development Centre, vocational training activities to improve beneficiaries’ skills, capacity building for local authorities, Income Generation Activities, Saving group formation and revolving funds, and all activities within the program..
- In consultation with the Programme Office staff to hire and manage consultants for the program and link with partner organizations for the implementation of the Programme.
Project management and coordination
- Support the PyD Regional Coordinator and Country Representative in Vietnam in the management and coordination of the Regional Programme in Vietnam.
- Coordinate and supervise the Programme activities undertaken by the EE team in Vietnam.
- Contribute to the management of the Programme Office in Quang Nam, steer and coordinate the team.
- Conduct selection of Programme staff (prepare TOR, conduct interviews...) in collaboration with the Senior Programme Officer in QN.
- Ensure the quality of the processes and methodology and address capacity building needs of assigned staff in the Programme Office in Quang Nam together with the Senior Program Officer.
- Coordinate with the Finance Department of Hanoi Office when planning, implementing and reporting to ensure the finance involvement and a comprehensive management of the program.
Learning, monitoring, evaluation and reporting
- Review the technical and financial reports prepared and submitted by the implementing partners (quarterly, annually and project end).
- Support the Country Representative to prepare, quarterly and annual technical and financial reports.
- Monitor and report on the success and impact of Programme implementation.
- Assist with pre and post-activity monitoring to ensure that correct targeting of beneficiaries has been carried out and reconcile the results with those issued by the Regional Coordinator and Country Representative.
- Assist on developing and ensuring the accomplishment of the Program’s Monitoring and Evaluation System.
Networking and representation
- Develop and maintain good relationships to ensure effective communication and sharing of information, take part in networks for experience learning and sharing with other related agencies.
- Advise PyD Regional Coordinator and Country Representative about other organizations or local structures working on similar issues if necessary.
Perform any other work related duties as required.
Post-Specific Qualifications:
EDUCATION
Holding at least a Master degree in economics, agriculture, or equivalent.
Education on gender related studies is an asset.
EXPERIENCE
At least 10 years of experience in project implementation and management, planning, networking, coordinating, monitoring and evaluation.
Knowledge of gender mainstreaming in rural development and poverty reduction projects.
Substantiated knowledge of Vietnam’s social economic development, rural development, poverty reduction, vocational training, etc.
Demonstrated experience on rural livelihoods, including income generation, rural development, micro-credit, etc.
Demonstrated experiences on supporting rural micro, small and medium business, including Business Development Services, Business planning, GET Ahead training, etc.
Demonstrated experiences in organizational assessment, capacity building and training organization.
SKILLS AND HABILITIES
Having proven skill of English and Vietnamese communication, writing project proposal, reports and documentation
Willing to have frequent trips (40% working time on average) to project sites of PyD as required;
Good computer skills, especially Excel, Word, PowerPoint;
