Director of Monitoring & Evaluation

In Vietnam, the upcoming opportunity will work together with USAID and the Government of Vietnam (GVN) to support sustainability and country ownership of Vietnam’s HIV/AIDS programs. Vietnam is a recipient of funding from USAID’s Sustainable Financing Initiative (SFI), a PEPFAR-funded innovative mechanism to promote Domestic Resource Mobilization (DRM) in countries where external funding for HIV/AIDS is projected to incrementally diminish over time.
With SFI and USAID/Vietnam support, the upcoming opportunity in Vietnam will be working with the Ministry of Health and other stakeholders to build health financing capacity to analyze domestic resource mobilization options and to leverage the Social Health Insurance (SHI) system to progressively increase domestic funding for HIV. Abt seeks to hire a Monitoring & Evaluation (M&E) Director responsible for overseeing the design, implementation, compliance, and reporting of the M&E system in Vietnam.
Key Roles and Responsibilities
- Work with Vietnam Chief of Party (COP) to oversee development and timely implementation of monitoring and evaluation (M&E) plans for all project activities and ensure that data required for USAID performance benchmarks and results frameworks are produced.
- Lead design and implementation of tailored monitoring and evaluation data collection for all project activities, including the identification of baseline and target indicators that are monitored on a quarterly basis
- Establish an effective M&E system for the project including the development of appropriate
evaluation questions and selection of suitable design. - Manage data collection, analysis and reporting on performance indicators by project team members and project counterparts in accordance with USAID regulations and Monitoring, Evaluation and Learning (MEL) Plan
Preferred Skills / Prerequisites
- Master’s Degree in relevant field.
- 7-10 years of relevant professional experience in M&E and conducting qualitative and quantitative analyses. Experience in USAID M&E programs is highly preferred, experience in South East Asia desirable.
- Strong analytical skills advanced knowledge of M&E data analysis software, such as SPSS, Stata, and Excel
- Familiarity with USAID’s management and reporting requirements and systems, indicators, and MEL plan is desired.
- Familiarity with PEPFAR reporting requirements is preferred.
- Fluency in English is required.
Minimum Qualifications
- (10+) years of experience and a bachelor degree OR the equivalent combination of education and experience.
