SNV Vietnam is looking for a: Contracts and Finance Officer

SNV has been working in Vietnam since 1995. Using market based approaches, SNV is committed to reducing poverty by catalyzing environmentally sustainable solutions for the poor in agriculture, energy, water & sanitation, and REDD+.
SNV is engaged in the aquaculture sector in Viet Nam with an innovative up-scaling program for pangasius, which is designed to improve the environmental and social sustainability of the pangasius production in Vietnam. The program will establish a service platform that will facilitate and support producers to produce pangasius according to internationally accepted sustainability standards. SNV is now seeking a national Contracts and Finance Officer to provide contracting and financial support to the implementation of this program.
Responsibilities
- In co-operation with the the Aquaculture Stewardship Council (ASC) Accelerator program team and partners to develop and document the criteria and regulations for the co-financing mechanism
- Develop the process for applicants to apply for and access to the ASC Accelerator co-financing funds
- Receive, assess and process co-financing applications in relation to the predefined criteria
- Prepare contracts and agreements with producers, service providers, and traders
- Monitor and review compliance of approved co-financing grants
- Ensure control, monitoring and execution of all financial and related activities within the project office in line with all applicable legislations and regulations, applicable guidelines and strategies and management agreements.
- Periodically drawing up a liquidity planning and monitoring the prompt provision of financial resources
- Process payments requests that have been approved and that fulfils the criteria and regulations
- Keep a proper detailed financial records of the co-financing mechanism
- Provide financial statements of the co-financing mechanism (grants offered, pending grants, projected grants, balance etc.) timely according to project guidelines (on a quarterly and annual basis)
- Provide guidance to the administrative officer providing support to the ASC Accelerator program.
- Participate as a team member of the ASC Accelerator, its operation and management.
Candidate profile
- Academic level of Degree in finance, business administration, management, or economics.
- Minimum 5 years relevant experience in financial management and contracting at international private or development organizations.
- Specialized in project administration set up and execution.
- Initiative and creativity in solving problems; ability to work well under pressure
- Good organizing skills and good team spirit and enthusiasm
- Excellent communication skills in English and Vietnamese, both spoken and written.
- Good computer skills in MS-applications (Word, Excel, Internet, Email, Power Points)
- Contract Duration: SNV Vietnam offers a one-year associate consultancy contract with the possibility of extension and a competitive salary package.
