Canadian International Development Agency (CIDA) is seeking a team of consultants (hereinafter referred to as Consultant) to undertake a Public Financial Management (PFM) Assessment of Tra Vinh Province, Vietnam.
CIDA is planning an initiative with Tra Vinh Province to support the effective and sustainable development and implementation of a provincial Small and Medium Enterprise Development (SME) Plan. Tra Vinh Province will manage and implement the initiative through a program based approach (PBA) using existing Vietnam systems and regulations (national and sub-national). The design requires upfront institutional capacity and risk assessments of public financial management, including procurement, systems at the provincial, district and commune level.
The overall mandate, including the submission of the final assessment report to CIDA and the optional project design technical support, is expected to conclude by July 2012.
The expected total value of the contract is approximately $Cdn 50,000 (fifty thousand Canadian dollars)
