The United States Agency for International Development (USAID) Saving Species Program is USAID/Vietnam’s flagship implementation vehicle for combating wildlife trafficking and implemented by Tetra Tech in partnership with Vietnam CITES Management Authority of the Ministry of Agriculture and Rural Development. TRAFFIC Vietnam and the Wildlife Conservation Society (WCS) are also project partners.

USAID Saving Species is seeking 02 qualified Consultants to update teaching materials on environmental crime investigation, section concerning rare, valuable wildlife (DETECT). The consultants shall work closely with the Police People’s Academy (PPA) in Ha Noi.

Please refer to the attached Scope of work (SOW) [1] for more details.

Overall Goal: Strengthen the effectiveness of fighting, prevention and combat of illegal wildlife trade through construction of materials on skills and professionals for law enforcement agencies.

Specific Objective: Update and amend the Handbook "Environmental Crime Investigation - Rare, valuable wildlife - DETECT" with new regulations included in the Penal Code 2015 with amendment in 2017, to equip specialized students and police officers with the latest knowledge and effective control skills for these crimes.

Main tasks & Responsibilities:

• Technical meeting to define the DETECT sections required updating
• Update and amend DETECT document
• Participate in meeting to collect data for document update
• Finalize DETECT for printing

Expected Deliverables

Timeline/Working days:

• Starting date: June 2019.
• Ending date: When the document approved by the PPA for publication (expected 31st August 2019).
• Total working time: 63 days (8 hours per day) for 2 consultants, 31.5 days each.

Qualifications and requirements

The consultancy will be conducted by 2 consultants:

Consultant on Crime Investigation - Team leader:

• A minimum of 10 years working in the Crime Investigation area, preferably in environmental crime investigation;
• Experience in policy research, review and assessment;
• Experience in capacity building including training curriculum development;
• Experience in working with law enforcement agencies at all levels;
• Experience and skills in teamwork; ability in analyzing and synthesizing reports, consolidating feedback and responses on policy issues;
• Excellent presentation and legal document writing skills;
• Fluency in office computer skills, English and Vietnamese literacy.

Consultant on legislation and law enforcement

• A minimum of 10 years working in legislation and law enforcement areas preferably related to the Penal Code and Penal Procedure Code in Vietnam;
• Experience in policy research, review and assessment;
• Experience in capacity building including training curriculum development;
• Experience in working with law enforcement agencies at all levels;
• Experience and skills in teamwork; ability in analyzing and synthesizing reports, consolidating feedback and responses on policy issues;
• Excellent presentation and legal document writing skills;
• Fluency in office computer skills, English and Vietnamese literacy.
