BACKGROUND:
World Vision Vietnam’s strategy for fiscal year 2018-2022 focuses on 12 objectives, including 3 Technical Programs (TPs) aimed at achieving the strategic goal of “sustained wellbeing of children, especially the most vulnerable”.
World Vision Vietnam began implementing its three TPs and Community Engagement and Sponsorship Plan (CESP) on 1st of October, 2018 as part of its National Strategy for the WVV financial years 2018- 2022. Baseline data was collected in 2018 for all TPs and the CESP at National level and in 32 Area Programs (APs) to inform strategic decisions, program planning and five-year targets. There are 35 impact level indicators in total: 11 for the Nutrition TP, 13 for the Child Protection TP (including 2 indicators for the national ITAW campaign), 6 for the Livelihood TP and 5 for the CESP. WVV’s current 32 Area Programs implement various combinations of Technical Programs.
EVALUATION OBJECTIVES:
WV Vietnam intends to carry out a summative evaluation in order to assess the achievement and effectiveness of the TPs and CESP interventions and approaches in the 33 APs for the period from October 1st, 2017 until September 30th, 2022. The evaluation should identify the successes and challenges of each implemented approach, leading to lessons and recommendations on ways to improve WVV programs in the coming five-year period. It should pay particular attention to factors affecting sustainability, leading to recommendations on how the TPs and CESP designs can best enhance the sustainability of WV interventions.
The evaluation should include the following perspectives when analysing and presenting the data:
Effectiveness: The extent to which an intervention/ a project model attains its objectives. In evaluating the effectiveness of a program or a project, it is useful to consider the following questions: To what extent were the objectives achieved or are likely to be achieved? What were the major factors influencing the achievement or non-achievement of the objectives?
Impact: The positive and negative changes produced by a development intervention, directly or indirectly, intended or unintended. This involves the main impacts and effects resulting from the activity on the local social, economic, environmental and other development indicators. The examination should be concerned with both intended and unintended results and must also include the positive and negative impact of external factors, such as changes in terms of trade and financial conditions. When evaluating the impact of a program or a project, it is useful to consider the following questions: What has happened as a result of the program or project? What real difference has the activity made to the beneficiaries? How many people have been affected?
Relevance: The extent to which an intervention/ project model is suited to the priorities and policies of the target group. It is useful to consider the following questions: To what extent are the objectives of the program still valid? Are the activities and outputs of the program consistent with the overall goal and the attainment of its objectives? Are the activities and outputs of the program consistent with the intended impacts and effects?
Sustainability: Sustainability is concerned with measuring whether the benefits of an activity are likely to continue after donor funding has been withdrawn. Projects need to be environmentally as well as financially sustainable. When evaluating the sustainability of a program or a project, it is useful to consider the following questions: To what extent did the benefits of a program or project continue after donor funding ceased? What were the major factors which influenced the achievement or non-achievement of sustainability of the program or project?
TIMEFRAME:
The evaluation is expected to commence no later than 18 October 2021 and be completed by no later than 20 December 2021. Although the precise duration is flexible, it is estimated that the evaluation process will take approximately 50 days. Key milestones include:
Contract signed by: October 1st, 2021
Data collection commenced by: 18 October
Quantitative data collection completed by: 20 Nov 2021
Qualitative Data collection completed by: 20 December 2021
Preliminary findings: 10 January 2022
Draft report completed by: 20 January 2022
Final report submitted by: February 28th, 2022
SCOPE OF WORK:
1. Tasks
In coordination with WVI-Vietnam, the consultant will carry out the following tasks:
- Review relevant program documents;
- Finalize the evaluation design document, which indicates a timeline, methodology, data analysis method and plan, report outline, quality control methods, logistics, and other related issues upon discussion with Program Effectiveness Unit (PEU) team. The plan will be developed to address specific objectives as listed above;
- Conduct field testing for the data collection tools;
- Provide training for field data collectors, including ethical and gender aspects and covering protocols/guidelines to ensure anonymity and confidentiality of interviewees;
- Supervise the data collection process in the field, applying relevant methods of quality control;
- Analyse the quantitative and qualitative data, explicitly indicating the gender, ethnicity and disability features
- Complete the final report, taking into account the comments and feedbacks from WVI-Vietnam and partners and send a revised report to the PEU team for final review;

- AP fact sheets in English which includes AP level findings for TP indicators
- Finalized Evaluation Design Document in English
- Evaluation Report in both Vietnamese and English languages
- Presentation of Findings and Recommendations
QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
The consultant may work as an individual or as leader of a consultancy team. The successful Lead Consultant should fulfill the following criteria:
- At least 10 years’ experience in conducting external evaluations. He/she should have experience/skills in using quantitative and qualitative methods, and in leading the collection and analysis of qualitative and quantitative data on child protection;
- Strong professional experience in planning, design, management, and M&E in the international development sector;
- Familiar with ODK data collection application and statistical analysis software (STATA, SPSS, …)
- A strong commitment to delivering timely and high-quality results;
- A post-graduate degree in social science or a related field;
- Able to work with project staff and stakeholders at different levels;
- Excellent written and oral communication skills in English (in case of a consultant team, at least one team member must fulfill this criterion).
- Applications will be assessed according to the following: qualifications and experience – 30%, technical proposal – 40%, financial proposal – 30%.
