Viet Nam Assistance for the Handicapped (VNAH) with USAID funding is implementing the project “Disability Rights Enforcement, Coordination and Therapies –DIRECT”. In this project, VNAH will support MOH to the development or revision of policies related to rehabilitation and insurance coverage. The Bureau of Medical Administration (MOH) plans to revise the Circular 46/2013/TT-BYT dated 31st December 2013 on function, mandates and organizational structure of rehabilitation facilities, other legal documents on medical examination and treatment, rehabilitation and guiding documents. The revision Circular is expected to empower the rehab center/facility (e.g. promotion of separate units of OT, PT, ST, orthopedic workshop in each facility; promotion of social work, information technology and quality assurance within a rehab facility: expansion of rehab services to commune health clinic); enable rehab human resource development and most importantly to make rehab services more compatible with the new insurance regulation. Therefore, the Bureau of Medical Administration (MOH) and VNAH is seeking for consultant to conduct review of policies and practice in rehabilitation, identify the gaps and recommend rehabilitation provisions to be included in the revised Circular 46/2013/TT-BYT.
