CALL FOR CONSULTANCY SERVICES
TO FACILITATE THE DEVELOPMENT OF GUIDANCE ON THE
IMPLEMENTATION OF CIRCULAR 22/2020 TT-BYT
AND
ASSIST PROVINCES IN MANAGEMENT OF SHI-COVERED ARV DRUGS
ACCORDING TO THE CIRCULAR’S GUIDANCE
The global LHSS project helps low- and middle-income countries transition to sustainable, self-funded health finance systems that support high-performing overall health systems. The LHSS activity in Vietnam will work with the Government of Vietnam (GVN) to advance greater local ownership of HIV and TB prevention and control. Led by Abt Associates, the four-year activity will support Vietnam in increasing its domestic financing for HIV and TB services in the context of declining donor funding, using government resources more efficiently, and in assuming local ownership of HIV and TB prevention and control activities.
Specific objectives are: (1) Support the GVN to strengthen its public financial management systems for public sector health and find greater efficiencies in social health insurance (SHI), (2) Increase and improve the efficiency of domestic financing of HIV prevention and treatment services; (3) Strengthen the capacity of Vietnam’s supply chain management system; and (4) Integrate TB services into SHI.
LHSS Vietnam will mobilize a senior consultant to work with Vietnam Social Security (VSS) on the development of needed guidance to provinces and health facilities to implement tasks related to the management, reallocation, and reimbursement of SHI-covered ARVs according
to the newly issued Circular 22/2020-TT-BYT dated 02/12/2020 on the management of ARVs procured through SHI fund and copayment subsidy for PLHIV with SHI cards. Based on guidance from both the VSS and the Ministry of Health (MOH), the consultant will support provinces and health facilities in need in executing activities on drug management, reallocation, and reimbursement.
Objective
To ensure relevant VSS guidance is developed for proper implementation by provinces and health facilities on SHI-covered ARV drugs management, reallocation, and reimbursement.
Main tasks
- To work VSS divisions in charge including the Division of Health Insurance Policy Implementation and Pharmaceutical and Medical Supplies, the Northern Center for Multi-line payment and Verification, and the Department of Planning and Finance to develop specific tasks to be done and how including forms and/or templates if needed by responsible divisions and provinces.
- To work with the Ministry of Health/Vietnam Administration of AIDS Control (VAAC) and relevant VSS divisions to troubleshoot issues related to drug management, reallocation, and reimbursement in provinces and at health facilities.
Skills/Knowledge Required
- Bachelor’s degree or higher in medicine/ pharmacy and/or relevant disciplines.
- More than 10 years of relevant work experience in SHI policy implementation.
- Knowledge of the current context of ARVs procured and paid through centralized procurement and payment mechanism using SHI fund.
- Strong understanding of SHI drug management policies in general and ARVs drugs in particular.
- Familiar with state management system related to drugs used at public health facilities.
- Demonstrate ability to work effectively with government agencies including VSS, MOH, and provinces including the Department of Health, Provincial Center for Disease Control, Provincial Social Security.
- Language: Vietnamese. The ability to speak basic English would be an advantage.
Note: This position is based in Hanoi, Vietnam with traveling to the provinces if required.
