I. Introduction
Good Neighbors is an international non-governmental and humanitarian organization, which makes plans, raises fund and implements activity to provide services in child education, community development, health and natural disaster relief. We are currently providing services in 37 developing countries worldwide.
Good Neighbors Vietnam (GNV) has received the certificate of registration for program operation in Vietnam granted by PACCOM. The first project was implemented in June 2005. GNV centres on child development through Child Sponsorship program and Community development program. We are implementing 9 community development projects in 3 provinces: Hòa Bình, Tuyên Quang and Thanh Hóa with approximately 10,000 sponsored children and 55,000 beneficiaries. Our objectives are sustainable development and strengthening social welfare system. Our activities include protection of children’s rights and the less fortunate; income generation; promoting community’s access to medical and educational services; contribution to sustainable development and assisting the community to enjoy fundamental needs, right to life and right to equal development.
Case management is GNI’s activity system to provide early and due intervention for children with difficulties. The target group of Case management is disadvantaged children or those who are victims or under child right violation. Case management system studies the situation, living condition and demand of each student in order to provide appropriate intervention. Activities of case management include: Home-visiting, urgent support and special case support. GNI’s case management system aims at friendly approaches, providing due, detailed and effective intervention based on the demand of an individual child.
Through the activities of Case management, hundreds of students are supported in various fields such as health-check, house building, tuition fee support, school supplies support, economic development for family, counselling psychology and other intervention.
From 2017, GNV will focus on Case management program with a broader, more effective and professional intervention. We aim to get an in-depth survey on the current status of case management activities at our project sites, then to assess the capacity of each project staff for this activity. Based on the survey result, GNV can get the ground base and documents to develop a more appropriate and professional strategy for activities of case management, also orient and provide training on necessary skills and knowledge for our staff to have more effective operation in case management.
II. Contents
A. Assessment of GNI’s current case management program
The assessment activity will take place in 4 communes/wards of 6 project sites of GNV as follows:
- Do Nhan commune, which belongs to Tan Lac CDP, Tan Lac district, Hoa Binh province
- Thai Binh ward, which belongs to Thinh Lang CDP, Hoa Binh city, Hoa Binh province
- Dong Loi commune, which belongs to Van Phu CDP, Son Duong district, Tuyen Quang province
- Vinh Hung commune, which belongs to Vinh Loc CDP, Vinh Loc district, Thanh Hoa province
Detailed objectives of the assessments:
1. To have a thorough assessment of GNV’s case management system at 3 communes selected from 3 CDPs of GNV, including the descriptions of:
- Thoroughly assess the effectiveness of the operation of GNV’s current case management system, the implementation progress and quality of each case management activity (home-visiting, special case support, early intervention…)
- Identify and assess the level of case management capacity of GNI project staff; survey and identify demands on knowledge and skills of the project staff in case management; orient and provide training to improve knowledge and skills for the staff in charge of case management
- Assess the document systems of GNV’s case management
- Assess the link (participation and providing resources) between local systems (governmental machinery, people in the community, other child protection organizations…) and GNV’s case management
- Assess the impact and quality of the supports offered by GNV’s case management system in recent years; also analyze groups of issues that children often encounter and national groups of issues
- Thoroughly assess the quality of reports and follow-ups after the intervention for special cases
- Thoroughly assess the quality of interview reports and criteria of home-visiting evaluation form
2. To analyze and identify the advantages and disadvantages of GNV’s case management system; provide counsel and orientation to improve the disadvantages and make the system more professional and effective in the future
3. To analyze and orient to develop the links between GNV’s case management system and other Social work systems in Vietnam in the future
- Comparing the strengths and weaknesses of Case management system with other existing Social work models
- Giving analyses and orientation to create the links between GNV’s case management system and other Social work systems in Vietnam
B. Scope of work
The counsellor has signed the contact with the following scopes of work:
- Designing orders of survey and assessment, including the design of detailed time and contents for each survey progress, main questions, data collection tools, implementation plan and methods, suitable strategies for the survey; directly involved in making assessment and survey at 4 CDPs according to Article A of the Terms of Reference.
- Reporting the assessment in Vietnamese, including the following information:
- Current status of Case management system at the surveyed area, including implementation progress, methods, situation, qualities, strengths and threatens…
- Assessment of the capacity and demands of SSD staff in case management capacity, including assessment progress, survey questions, interviews, current situation and proposals to give orientations and training plans to develop capacity for the staff
- The document system of GNV, including assessments of contents, theoretical basis, annex and report templates; assessment and in-depth comments for home-visiting reports and Special case support reports made by project staff; developing and building theories of social work as a basis for the background of GNI’s case management system, especially the theories of social work with children, individuals, groups and community development.
- The participation of the community and people in the activities of case management; capacity of providing community’s resources for children with difficulties
- Recommendations on the development of Case management system, upgrade of the existing system and the link between GNI’s Case management system with other professional social work systems
- Making training outlines and contents
- Training for GNV’s project staff on case management knowledge and skills (the training contents will be based on the assessment results)
- Supporting staff after training
III. Location and time
- Time and date:
- Expected implementation time: February 2017. The first draft of the report will be submitted to GNI no later than March 3rd 2017.
- The training program for SSD staff is expected to take place in March 2017.
- Location:
- The assessment is implemented in 3 project areas: Tuyên Quang, Hòa Bình, Thanh Hóa.
- The training program will take place in Hanoi.
IV. Requirements for counsellor
- Have professional experience in Case management
- Have experiences and knowledge in teaching and training on skills for Case management and Social work
- Have experience and capacity in assessing that have been certificated in activities, professional programs related to Case management, Social work with children, Community development
- No prior history of child violence or child abuse
- Strict commitment to participate and complete counselling work
- Have good communication skill and training skill
- Currently teaching at universities is prefered
