Gender is a cross-cutting corporate priority for IFC, as highlighted in the World Bank Group’s Gender Strategy [2]. Gender equality is not only a social and moral imperative, but also an economic necessity. Across the world, countries are losing $160 trillion in wealth because of differences in lifetime earnings between women and men.
To help close this gap, IFC’s Gender and Economic Inclusion Group (GEIG) [3] works toward a private and public sector that provides all genders and underserved communities with equal economic opportunities as leaders, employees, entrepreneurs, consumers, and community members. We develop research and evidence on the business case and solutions for reducing gender gaps and including underserved groups; support mobilization through impact investing and social bond principles; work with IFC funds and clients to identify good practices; forge public and private sector partnerships; and provide tailored operational solutions that create economic opportunities and development for all.
Gender-based violence is both a cause and consequence of gender inequality. Prior to COVID-19, about 1 in 3 women globally had experienced either physical and/or sexual intimate partner violence or non-partner sexual violence (WHO 2017). Gender-based violence and harassment (GBVH) creates social and economic harm. The private sector is a key part of addressing GBVH alongside governments, civil sector organizations and other actors.
Since 2014, IFC’s Gender and Economic Inclusion team has been building the business case to address GBVH, developing tools including model policies, training, communications materials and monitoring and evaluation tools; providing advisory services to over 50 businesses; disseminating learning through peer-learning platforms predominantly in Asia-Pacific.
IFC’s work targets workplace violence and harassment directed at all genders and acknowledges that certain forms of violence such as sexual harassment are gendered and predominantly effects women.
The team is seeking a passionate, energetic and experienced individual with specialized expertise and direct experience in providing advisory services and training to the private sector on workplace violence and harassment. The position will be based in Hanoi or Ho Chi Minh, Vietnam and will serve IFC markets in Vietnam.
Duties and Accountabilities
The STC will report to the Project Lead, Sarah Twigg, or Associate Operations Officer, Oliver Rowntree.
The STC will be offered an initial 40-day contract, which is expected to be extended up to 150 days, for 1 year. The contract may be renewed annually based on STC performance and business needs.
The STC will provide advisory and training services on workplace violence and harassment to IFC clients and on related projects as part of IFC’s Respectful Workplace Program [4]. The program seeks to enhance business value by addressing workplace and harassment in the private sector in emerging markets. The program aims to create safe and resilient workplaces through demonstrating the business case for action, providing businesses with advisory services, resources and tools to help them address the issue.
The STC will work in close collaboration with other colleagues across the World Bank Group.
Specific Duties and Accountabilities
Specific duties and accountabilities will include, but are not limited to:
Undertake Research Activities
- Undertake research on workplace violence and harassment in Vietnam including stakeholder mapping to localize IFC’s resources, tools and training
- Ensure research activities and outputs are aligned with good practice research on violence against women
- Work with IFC Communications and others to disseminate research
- Contribute to project management activities such as developing, implementing and monitoring projects, contracting consultants, firms and partnering with organizations
Advisory Services and Training for the Private Sector
- Work with Gender and Economic Inclusion Group leads to recruit and support companies to participate in advisory and training activities
- Undertake firm/sector/country specific diagnostics on workplace violence and harassment through surveys, review of human resources data, key informant interviews and focus group discussions
- Update resources, tools, and training to support the private sector in Vietnam to address workplace violence and harassment
- Deliver advisory services and training to IFC clients and pipeline clients
- Develop and maintain relationships with project clients, building commitment to the project and ensuring that their needs are met
- Contribute to key project documents including pitch books, project workplans, and project service agreements
- Contribute to Advisory Service delivery models that allow IFC to reach scale while maintaining quality services and maximum impact with clients, including through the selective and appropriate use of internal and external consultants, firms and partners
Building Internal Capacity Related to Workplace Violence and Harassment
- Maintain up to date understanding of global good practice and latest trends related to the private sector response to workplace violence and harassment
- Provide expert advice to colleagues within IFC and the broader World Bank Group
- Contribute to development of resources, tools and training to build IFC staff and consultant capacity on workplace violence and harassment
- Contribute to delivery of learning sessions and on the job training to IFC staff and consultants on workplace violence and harassment
Monitoring and Evaluation/Impact Assessment
- Promote uptake and monitor clients’ adoption and use of M&E tools related to workplace violence and harassment
- Train and coach clients and IFC staff and consultants on the use of these tools and regularly collect and analyze data provided by clients
- Contribute to project reports to development partners and clients
Knowledge Management and Communications
- Systematically collect and analyze lessons learned from project implementation for sharing with colleagues across World Bank Group
- Foster innovation and knowledge exchange between IFC colleagues involved in the program and other key partners
- Contribute to case studies highlighting the business case for action, lessons from implementation, and results
- Work with the IFC Communications teams to develop communications strategy and materials, and influencing strategy to promote uptake of good practice responses to workplace violence and harassment among private sector stakeholders in Vietnam
Project Coordination and Monitoring
- Contribute to annual work plans and bi-annual project supervision reports which track progress against project log frame targets, assess lessons learned and update risks/risk management
- Contribute to formal reports as needed on project progress for donors
- Travel as necessary within Vietnam and undertake ad-hoc tasks assigned by supervisor.
Key deliverables
Key deliverables include but are not limited to:
- PowerPoint on Business Case for action on Workplace Violence and Harassment in Vietnam
- Firm/sector/country specific workplace violence and harassment diagnostics based on surveys, review of human resources data, key informant interviews and focus group discussions
- Localized training materials for Vietnam
- Delivery of training to firms and other stakeholders
- Case studies on impact of project/s, lessons learned and recommendations
Selection Criteria
The candidate should have expertise in workplace violence and harassment, as well as practical experience working with the private sector in addressing workplace violence and harassment, preferably in Vietnam. The candidate must have deep experience delivering advisory services to corporate clients.
They should have experience in working collegially with other (often multi-disciplinary) professional staff. They must be able to interact with clients, government officials, and staff from other organizations with confidence and a high degree of professionalism.
Minimum requirements:
- Master’s degree in relevant field with five years of relevant or related work experience or equivalent combination of education and experience
- Strong theoretical base in gender, gender-based violence, and the private sector and ability to translate theory into practical applications in context of IFC Advisory projects
- Work experience in Vietnam is desirable
- Knowledge of or experience in the garment and / or footwear manufacturing sector is desirable
- Willingness to travel regularly within Vietnam
- Experience in contributing to research, preferably on workplace violence and harassment is preferred
- Experience in effective delivery of training in private sector context, using adult-centered participatory learning techniques is preferred
- Good pro-active communicator with integrity, collaboration skills and commitment to fostering diversity and inclusion within IFC, the program and with private sector companies
- High degree of commitment to development impact and gender equality and social inclusion
- Excellent communication skills in English and Vietnamese and ability to participate in multi-disciplinary teams.
