Survey on Quality Assurance of eye health in Viet Nam
Context
a. The need of survey
The important issues in the current eye care and blindness prevention in Viet Nam are low availability and accessibility of children eye care, lack of effective model of management and treatment for several main blindess causes, the shortage of eye care professionals at district level and in mountainous/remote areas, and one of big concern is Eye care service quality. A recent survey showed that up to 35.9% of the cataract patients have post-operation vision accuity of less 6/60.
Quality improvement relates to different areas in the public health care system, such as the capacity of the health care professionals, guidelines and procedures, policies, management, monitoring and evaluation, information management ...
Orbis Vietnam has committed to strengthen the quality of care for eye health sector in Vietnam. From 2014 Orbis program contributed to improving the quality outcome of ophthalmology services in Vietnam (firstly focusing on pediatric eye care services) through the objectives to Pilot a quality assurance model for national eye care system; And to advocate for policies on quality management in eye care sector in Vietnam
By 2018, the Orbis program’s accomplishments are piloting the QA model in eye care, providing the guidelines to enhance the quality control (in closely worked with MOH) and raising awareness of stakeholders of eye health on necessity of application of national QA system.
Under the Orbis’s program, the eye hospitals partnered with Orbis Vietnam have been supported to increase capacity of their pediatric ophthalmology department with a (QA) system demonstrated to measure, monitor and evaluate improvements in the quality of child eye care services at partnered eye hospitals. At the initial stage, Orbis Vietnam intends to explore and pilot a QA model for managing quality of pediatric eye care services in particular and eye care services in general at 3 hospital partners: Vietnam National Institute of Ophthalmology (VNIO), Hue Eye Hospital (HEH) and Binh Dinh Eye Hospital (BDEH).
A serie of activities is designed to (i) observe and learn experiences in applying QA model for eye care services from Dr. Shroff Hospital in New Dehli and its satellite facilities (ii) conduct the baseline survey to assess the existing system, processes/ practices of QA at hospital partners and analyze the gaps (iii) organize the workshop to develop the QA framework
The process is involved not only leaders of eye health sector but also key person from MoH to enable them to scale up the implementation of the QA model to a wider national level coverage.
After nearly 4 years of Orbis Vietnam effort to improve the QA in eye care not only with it hospital partners but also brought it up at national level, a survey could provide the evidence of quality improvement with Orbis project’s intervention in particular and in eye care in general.
b. ORBIS Vietnam
Orbis, an international non-governmental organization, works to eliminate avoidable blindness in developing countries. Orbis prevents and treats blindness through hands-on training, public health education, and improved access to quality eye care, as well as advocacy and partnerships with local healthcare organizations.
To improve the evidences-based approach is one strategy of ORBIS, together with our partners, ORBIS Vietnam uses research to generate knowledge that will be communicated transparently to advocate for better and effective eye health in Vietnam
With this survey Orbis Vietnam will leverage the Orbis International resource to provide the guide and technical support in designing, analysing and supporting field work as well
Purpose of survey
To survey the Quality improvement because of Orbis Vietnam ‘s quality assurance intervention in eye care and impact on changes in eye health policies during last 4 years
Objectives
- To analyze the Orbis Vietnam’s quality assurance process and the outcome (from October 2014 to September 2018) and the challenges of implementation
- To analyze the changes in eye care quality measurement that was the impact of Orbis Vietnam QA advocacy effort
- To recommend the route map of Quality Assurance in Eye Health and the next steps for Orbis Vietnam
Methodology
- A detailed proposal following this TOR with budget estimation will be submitted by Consultant – Leader of research team - to get the approval of Orbis Vietnam
- Research design
- Cross-sectional descriptive study combines quantitative and qualitative methods.
- Data collection methods
- Collection and analysis of available documents/ secondary data
- Data collection by statistical forms for eye care facilities at 3 Orbis Hospital partnerts VNIO, Binh Dinh Eye Hospital, Hue Eye Hospital (QA intervented facilities) and 3 non-intervented eye care facilities in the same region
- Key-informants;
- Policy makers group at Central level: MoH leader, Medical Services Administration , Quality Department , VNIO leaders
- International Experts: Dr Shroff Hospital representatives (that have worked closely with Orbis Vietnam and it’s hospital partners in providing hospital assessment, developing QA Model, applying/ piloting the QA best practices )
- Service providers at national and provincial level: Leader of eye hospitals; QA department staff; QA trained clinical staff; hospital staff who involved into the QA process (2 groups: intervented hospitals and non – intervented hospitals)
- Beneficiary group: patients who reeceive the eye care services at QA intervented hospitals
- Information processing and analysis
- For information obtained from qualitative methods: The result obtained will be transcribed and summarized according to the principle of open coding (and processed by specialized software for qualitative data analysis)
- For information obtained from quantitative methods: The statistical forms after being collected, cleaned and imported by EPI.DATA software and processed using software SPSS 16.0.
Territory
- 3 provinces with Orbis QA intervented Hospital partners: Hanoi, Binh ??nh, Hue
- 2 provinces with Orbis Hospital partners but non-QA intervention: HCMC , Can Tho
- 2 provinces (1 in the north, 1 in central region) without Orbis project

Consultant group’s Qualification and Experiences
Qualified Consultant is expected to:
- Be a reputable organization/ group/ team with proven track record in consulting experience/ Implementing the research/ survey in health sectors
- The consultants’ group/ team shall be headed by a Team Leader. The Team Leader will have:
- Demonstrated managerial competence and experience in organizing, leading and implementing research/ survey on health care / eye care
- Strong substantive experience in assessment / evaluation area of Quality assurance in Vietnamese context
- Excellent oral, written, communication and reporting skills by English language.
- The team members must have background in public health, quality management or hospital management with extensive experience and knowledge in conducting assessment and deeply understanding about eye health system in Vietnam.
- One team member should be eye doctor/ ophthalmologist (to evaluate the ophthalmologist technical indicators of QA)
